CITY OF R.AMSEY <br />REQUEST FOR PROPOSALS FOR PROFESSIONAL AUDIT SERVICES <br />e ) Special Considerations <br />The City of Ramsey will send its comprehensive annual financial <br />report to the Government Finance Officers Association of the United <br />States and Canada for review in their Certificate of Achievement for <br />Excellence in Financial Reporting program. It is anticipated that the <br />auditor may be required to provide assistance to the City to meet the <br />requirements of that program. <br />The City will be required to implement GASB 43 and 45 during this <br />time period. We anticipate that the auditor may be required to provide <br />assistance to meet these requirements and/or any new GASB <br />pronouncements requiring implementation while audit services are <br />engaged. <br />1) Working Paper Retention and Access to Working Papers <br />All working papers and reports must be retained, at the auditor's <br />expense, for a minimum of six (6) years after the report is issued, <br />unless the firm is notified in writing by the City of the need to extend <br />the retention period. <br />In addition, the firm shall respond to the reasonable inquiries of <br />successor auditors and allow successor auditors to review working <br />papers relating to matters of continuing accounting significance. <br />III. DESCRIPTION OF THE GOVERNMENT <br />a) Name and Telephone Number of Contact Person <br />The audit firm's principal contact with the City will be Diana Lund, <br />Finance Officer at (763) 427 -1410 or her designee who will coordinate <br />the assistance to be provided by the City to the auditor. <br />b) Background Information <br />The City of Ramsey serves an area of 28.8 square miles with an <br />estimated population of 23,500. The City of Ramsey's fiscal year <br />begins on January 1 sc and ends on December 31 <br />For year ending December 31, 2006, the City of Ramsey had a total <br />payroll of $5,238,822 covering approximately 79 full -time and 6 part- <br />time employees. <br />The City of Ramsey is organized into 73 departments and agencies. <br />The accounting and financial reporting functions are centralized. <br />Page 4 of 14 <br />
