as anyone else, and it is the County's responsibility to maintain the road. The County uses weight
restrictions as one form of controlling truck hauling. To his knowledge the County has never
required road repair as part of a hauling permit.

Mr. Thompson's neighbor stated that T.H. 47 is not designed for the amount of truck traffic
occurring now. He agreed that Mr. Thompson has a right to excavate his property but expressed
concern about the road and its condition afterward.

Resident, 6200 177th Lane N.W., stated that his main concern is that his property abuts County
Road 63, and he will experience dust and dirt blowing off.the road from the truck traffic. He just
resided his house and does not want to have to wash it once a week. He asked if the time frame
for hauling could be narrowed to three months. Also, there are many pine trees along County
Road 63, and there could be unsafe driving conditions with the unlevel road where the trucks exit.
He is not against the project but would like to see the proper controls in place, so that there is not
a disadvantage to residents.

City Engineer Jankowksi stated that Mr. Thompson is required to put up a $10,000 letter of credit
that will be used to repair any adverse conditions that result from this permit.

One resident asked if this work could be used to pressure Mn/DOT to reconstruct T.H. 47.

City Engineer Jankowski stated that T.H. 47 is scheduled for reconstruction in 1999, along with
the replacement of Trout Brook Bridge, four major culverts and a complete overlay from County
Road 5 to Bums Township.

ADJOURNMENT

Motion by Commissioner Holland, seconded by Commissioner Deemer to close the public
hearing.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Deemer, Jensen,
LaDue, Terry and Thorud. Voting no: None. Absent: None.

The public hearing adjourned at 8:43 p.m.
Respectfully submitted,

ueblaojji
Recording Secretary
T#neSaver Off Site Secretarial

Zoning Administrator

Public Hearing/Planning Commission/February 4, 1997
Page 4 of 4
