o September: Skate Park element at Happy Days well attended - skaters polled
and prefer concrete equipment. Boarders' contact information collected for
future component selection

Observations:

The purpose of this case is to briefly review the Happy Days event (relative to the 2008
skate park project); and to discuss the Request for Proposal (RFP) process. One aspect of
the RFP discussion would be. how best to have youth boarders either assist the
Commission in the evaluation of proposals received - or shape the content of the RFP (or
both).

Attached to this case is the City of Minneapolis' RFP as a beginning point for
development of Ramsey's RFP. The format will be different and depending on the degree
of youth boarders involved in 'specifying' components - the RFP may include an
invitation to propose alternatives in components as well as placement in relation to one
another. Venders will be made aware of the three components that have been purchased
so as not to replicate these items; and to incorporate them in to the larger project.

The time line for the dissemination of the RFP will be after City Council receives the
2008 - 2012 Parks Capital Improvement request and approves both the skate park project
and the longer term phasing plan for the development of the west side of Alpine Park.
This could occur as soon as January 2009.

Commission Action:

Based upon discussion

Reviewed by:
Public Works Director/Principal City Engineer

P&R: 10/11/07
