Commissioner Deemer noted that on page 78, the subcommittee to review and update zoning <br />regulations should include Chairperson Bawden and Commissioners Deemer and Jensen. The <br />subcommittee will meet Monday, March 10, 1997, at 5:30 p.m. <br /> <br />Case #9 <br /> <br />Zoning Bulletin and Zoning News <br /> <br />Commissioner Jensen referred to page 90 and noted that what is stated is that a fee in lieu of land <br />dedication for parks violates state law. <br /> <br />City Engineer Jankowski explained that the practice of the City is to dedicate the park fees from <br />developers to a park within the same district as the development. <br /> <br />Commissioner Deemer noted that state law allows up to 15 percent land dedication from a plat for <br />a park. <br /> <br />Commissioner Deemer noted on page 104 that the Texas Pawn Shop Act is relevant to issues facing <br />the City at this time. <br /> <br />TRANSPORTATION UPDATE <br /> <br />City Engineer reported that the City is currently working on a local initiative project on Highway 47. <br />A proposal has been submitted to Mn/DOT for improvements on Highway 47, including a traffic <br />signal at the County Road 5 realignment with Xkimo Street. The proposal also included widening <br />the pavement for a distance toward 142nd to the south and signalization of 142nd as a companion <br />project. An award has been made for the project, but with contingencies from Mn/DOT to close <br />turning movements at 142nd. He has met with Mn/DOT officials and indicated that this is not an <br />acceptable condition and would significantly impact River's Bend Plaza. In order to access the Plaza, <br />traffic would have to turn one-half mile before, or make a U-turn at the intersection of County Road <br />116. Mn/DOT officials have agreed to review the proposal again. Consideration is being given to <br />restrict access between the two intersections in exchange for traffic signals at both. <br /> <br />Commissioner Deemer requested a new traffic count of this intersection to compare existing traffic <br />with the previous count because there is no congestion. <br /> <br />Commissioner Jensen stated that access to Highway 47 is a concern. People are backed up a block <br />to get on during rush hours. <br /> <br />Commissioner Deemer stated that traffic is not going up 7th Avenue and coming east on County <br />Road 116 because traffic moves well on Highway 47. <br /> <br />Commissioner Jensen stated that drivers are cutting through the shopping center. <br /> <br />Commissioner Deemer agreed traffic cuts through the shopping center going home to avoid a backup <br />on Highway 47.
