<br />Councilmember Dehen .stated that he has priorities for issues that he would like to see discussed, <br />such as construction of a civic center. He stated that he feels this topic is something that has not <br />been brought before the full City Council. <br /> <br />Community Development Director Trudgeon stated that the EPB has a work plan that has been <br />reviewed by the past City Council. He assured the Council that this is not some random idea that <br />someone wanted to discuss, but has been part of the work plan and is now just surfacing for City <br />Council discussion. <br /> <br />Councilmember Dehen stated that he appreciates the desire to acquire. green space, but would <br />like to know how much this will really impact taxes. He stated that he feels there needs to be <br />more debate on this subject and asked if eventually the City Council will authorize the EPB to <br />take a position and tell people how they should vote. <br /> <br />Mayor Gamec assured Councilmember Dehen that while the City Council and the EPB may give <br />information to residents, they will not take a stand on whether or not to support this referendum. <br /> <br />Councilmember Dehen stated that he would like to know what the City's vision is for the open <br />space that is acquired. <br /> <br />Mayor Gamec stated that he feels this is the information the City would find out from residents. <br /> <br />EPB Member Sabiliski clarified that their Board is asking to look into this issue and do a <br />feasibility study of the City to see if residents are interested in this and, if so, what they are <br />interested in, for example, preserving natural areas or things like trail development. <br /> <br />Councilmember Dehen confirmed that residents would be aware of the cost if they voted yes to <br />the referendum. <br /> <br />Cordelia Pierson, representing the Trust for Public Land, reviewed the criteria of what would <br />happen up until the referendum question is included on the ballot. She stated that TPL <br />recommends a feasibility study to identify what the community wants to accomplish, for <br />example, protecting drinking water. She stated that a feasibility study will find out what voters <br />are willing to pay per year to accomplish this goal. <br /> <br />Councilmember Dehen stated that he would like to know from all residents their priorities for the <br />City and asked if the survey would be sent out to all residents. <br /> <br />Ms. Pierson stated that this would be a random sampling and not a survey that is sent to every <br />household in the City. <br /> <br />Councilmember Look stated that he had done some research on call centers and found that the <br />Get Out To Vote phone bank has indicated that they can do a complete calling operation to all <br />households in the City for the $5,000 to $7,000, which is the cost shown in the packet for a <br /> <br />City Council Work Session / September 25, 2007 <br />Page 3 of 5 <br />
