Councilmember Strommen suggested staff and The Tinklenberg Group rework the proposal to fit
the time line so the City is in the position to move forward with the Ramsey station when the time
is right.

Councilmember Elvig concurred. He pointed out that Mr. Tinklenberg is in a wonderful position
to assist Ramsey in showing the opportunities available here with the sense of urgency after the
funding comes through. He indicated there had been discussion of lowering the fare for the
Ramsey Coach service, and that there may be some emergency funding in place for transit issues
that could be used to supplement the fares.

Ms. Haas Steffen indicated there are funds available to draw down that would have to go through
transportation. However, there is only a portion of that funding available, as it has been drawn
down on to add buses and get more people across the river. She noted the City's bus service
agreement is with MnDOT. This can be discussed further with Interim City Administrator
Nelson to determine the specifics of the contract and whether it qualifies for this type of funding
assistance.

MAYOR, COUNCIL AND STAFF INPUT

None

ADJOURNMENT

The Work Session of the City Council was adjourned at 5:48 p.m.

Drafted by Carol Hamer
TimeSaver Off Site Secretarial, Inc.

City Council Work Session / August 28, 2007
Page 5 of5
