wetland, and a silt fence will not prevent it. He would also like to know exactly how many trees will
be lost, especially along the northern corner of Sunfish Lake. The trees along the lake are protected
by the shoreland ordinance.

Mr. Kurak responded that no trees will be removed from the shoreline of Sunfish Lake. Trees 100
feet from the shore will be disturbed. He offered to work with the City to produce needed documents
as a contingent of approval.

Chairperson Bawden asked if trees along County Road 56 will be removed.

Mr. Kurak answered that those trees will not be touched and showed a rendering of the plan to the
Commission and indicated the tree line and location of the silt fence. He stated that over 100 trees
will remain and offered to replant as directed by the City.

Commissioner Deemer noted that the mining and grading permit is only for five acres at a time.

Mr. Kurak stated that the conditional use permit is for three years, and he expects to complete the
work in that time.

Commissioner Jensen asked the amount of soil that will be removed.

Mr. Kurak stated that approximately 800,000 yards will be removed from the entire site. He expects
to develop .5-acre lots of single family homes in the price range of $200,000.

Zoning Administrator Frolik noted that several calls have been received by the City requesting
information about what is happening to this area. She has responded that she expected the matter
to be tabled, and residents would be renotified of the public hearing, when all of the information can
be presented in one package.

Commissioner Deemer asked if an Environmental Assessment Worksheet (EAW) is necessary if only
five acres at a time is excavated.

City Engineer Jankowski answered, yes.

Chairperson Bawden stated that the Commission's concern is that neighbors have not had the
opportunity to hear the plan. In fairness to those who are interested, the public heating should be
continued.

ADJOURNMENT

Motion by Commissioner Deemer and seconded by Commissioner Holland to continue the public
hearing to the next regular Planning Commission meeting.

Motion carried. Voting Yes: Chairperson Bawden; Commissioners Deemer, Holland, Jensen, LaDue,
Terry and Thorud. Voting No: None.

Public Hearing/Planning Commission/June 3, 1997
Page 2 of 3
