<br />Summary of Telephone Discussions with Housing Partners regarding Housing in the City of Ramsey <br />October 9, 2007, <br /> <br />Overview: As part of the work plan to update the City's master housing plan, it was important to hear <br />from the current housing partners that serve the City of Ramsey and understand their goals for <br />housing in the region. The following is a summary of the discussions with the Metropolitan Council, <br />Anoka County Community & Economic Development and Anoka County Community Action <br />Program (ACCAP). <br /> <br />Metropolitan Council- Sector Representative, Patrick Boylan <br /> <br />The following is a summary of the comprehensive plan requirements associated with housing. <br /> <br />By law (Minn. Stat. 473.859 Subd. 2rcl Minn. Stat. 473.859, Subd 4) the comprehensive plan must <br />include a housing element and implementation program that address existing and projected <br />housing needs. The housing plan: <br /> <br />· acknowledges the community's share of the region's need for low- and moderate-income housing <br />· includes an implementation section identifying the programs, fiscal devices, and official controls <br />the community will use to address their housing needs <br /> <br />The comprehensive plan may include an assessment of current housing stock and goals, policies and <br />programs to assist the municipality in decision-making regarding the preservation of its current <br />housing stock and the development of new units. The Metropolitan Council has determined the <br />regional and local need for low and moderate income housing in the decade beginning 2011. <br />Figures reflecting each municipality's share of the region's need for additional low and moderate <br />income housing for 2011 through 2020 are available. <br /> <br />The goals agreed to by the Metropolitan Council and the municipalities are intended to be long-term <br />objectives for advancing or retaining affordable and diverse housing options within the community. <br />A municipality prepares a Housing Action Plan that identifies the steps it intends to take to move <br />towards its long-range goals. Progress toward the goals depends on the efforts of the community, the <br />private market, the availability of affordable and Iifecycle housing resources and the use of local <br />controls to create opportunities for meeting goals. <br /> <br />A summary of Ramsey Current and Future Goals are as follows: <br /> <br />2011 - 2020: <br /> <br />. 1,143 new affordable housing units to households at 60% of the AMI are needed as <br />determined by the Metropolitan Council report date January 2006 <br /> <br />1996 - 2010: - Any unmet goals will be replaced with the new goals above beginning in 2011. <br /> <br />Affordable Owner Units <br />Target 80% of AMI <br /> <br />Affordable Rental Units <br />Target 60% of AMI <br /> <br />
