<br />City Staff recommends that the Commission review the ordinance, give direction to Staff with <br />respect to modifications to the proposed ordinance, and recommend City Council approval. <br /> <br />Citizen Input <br /> <br />Mr. Bye, 7211 150th Lane, stated as a multi-vehicle owner he has complied with the ordinance of <br />putting class five material down to park vehicles in his yard and now they are introducing this <br />ordinance. He thought in a time when they are having some major problems with bridges and <br />roads in MN, he thought multi-vehicle owners will be paying the majority of the repairs and he <br />thought it was unfair and unpatriotic that Ramsey would come up with this. <br /> <br />Chairperson Nixt stated he understood the frustration with the ordinance. He wondered where <br />they are being too restrictive and where does it create a hardship for Mr. Bye. <br /> <br />Mr. Bye wondered how much money this will cost the City to go out to every household to check <br />to make sure of compliance. He stated he was against the entire proposed ordinance as a whole. <br /> <br />Chairperson Nixt thought some regulation is appropriate and they are trying to find the balance <br />between no regulation and overly strict regulations. <br /> <br />Commissioner Van Scoy stated it sounds like if the vehicle is plated and is current then there <br />should not be a r~striction of how many are in a yard. <br /> <br />Chairperson Nixt stated the problem is they cannot determine if a vehicle is operable or not even <br />if it is licensed. They also have to take resident safety into consideration. <br /> <br />Mr. David Kranitz, 17211 Rabbit Street, stated he has a problem with this. He did not think they <br />should base this ordinance on Coon Rapids because this city is different than Ramsey. They live <br />in Ramsey because they are close enough to the City to commute but are also one step away from <br />up north. He stated he has multiple recreational vehicles that are stored outside and he wondered <br />what he would do with those if the ordinance passed. He noted all of the vehicles are on class <br />five surface and everything runs and drives. He stated he is following the law to the letter and he <br />does not know what else he can do. He stated they regulate off of complaints and wondered who <br />was doing all of the complaining. He thought people should leave their neighbors alone if they <br />are in compliance. <br /> <br />Chairperson Nixt stated he can appreciate the difference in lot size from Coon Rapids and this is <br />something they have to work through. The problem the City is having is that they need to have <br />reasonable burden of proof in order to enforce the current ordinance. <br /> <br />Mr. Kranitz thought they should change the burden of proof and have the resident need to <br />provide the proof of vehicles workability. <br /> <br />Mr. Bob Tomaszewski, 17220 Tiger Street, stated he moved to Ramsey twenty years ago to <br />pursue his interest in cars. He stated he has had problems in the past with a neighbor. He stated <br />all of his vehicles are in compliance with City Ordinance.
