<br />CASE #:l <br /> <br />CONSIDER REQUEST FOR FENCE ALONG CSAH 5 TRAIL <br />By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />A bituminous walking trail was installed along CSAH 5 from Sunwood Drive to 150th <br />Lane in early September. At the September18thPublic Works Committee meeting Mr. <br />Ron Whaley who resides at 5650 149th Lane stated that the presence of the trail has <br />attracted school children to cut through his yard to reach 1491h Lane which is a cuI de sac. <br />He wanted to know what the plans are for finishing the walking trail near his home. He <br />stated that there is currently about 3 feet of dirt piled up along the trail and that kids are <br />hanging around and that they might get hurt. He asked if there was a possibility of the <br />City constructing a fence along the trail way. Staff was directed to take a look at the <br />situation and consider Mr. Whaley's suggestions. <br /> <br />The City Engineer met with Mr. Whaley on Thursday October 11 tho Since the September <br />Publics Works Committee meeting the trail had been shouldered, however recent heavy <br />rains had eroded the side slopes and at one location along Mr. Whaley's property the silt <br />fence needed to be reset. It was agreed that the Public Works Department would restore <br />and stabilize these eroded portions of the backslope as soon as possible. (This work was <br />, . <br />completed on October'12, 2007). It was also agreed that the property line would be <br />located for Mr. Whaley. <br /> <br />Observations: <br /> <br />The City of Ramsey has placed a high priority on the extension and completion of its trail <br />system. The cost of trail is below $20 per lineal foot while the cost of a six foot high <br />cedar privacy fence is approximately $25 per lineal foot. Therefore if the City were to <br />initiate a policy of constructing fences upon request of adjacent property owners there <br />could be a very substantial increase in the cost of completing the trail system. <br /> <br />Financial Impact: <br /> <br />The financial impact of constructing a f~nce along the trail adjacent to Mr. Whaley's <br />property is estimated to be $3,200 which would be charged to the Trail fund. However <br />more significant would be the larger impact of substantial increasing the cost and time <br />needed to complete the citywide trail system. ' <br /> <br />Recommendation: <br /> <br />Staff recommends that the Committee reaffirm the current policy of requiring fencing to <br />be placed along trails be at the discretion and cost of the property owner. <br /> <br />11 <br />
