<br />Rum River Hills Golf Course <br />Page 2 of2 <br /> <br />much work is to remove the submerged pipe and 100 feet of the outfall pipe and replace them <br />with new pipes and a control box. The,control box would be 3 ft x 2 ft and have channels in the <br />sides for boards which could be used to control the elevation of the ponds. The pipe to the pond <br />and the outlet pipe would be installed on the bottom of the box. The box would have a <br />removable metal cover to allow adjustment of the boards inside. The additional boards could be <br />added to retain more water in the ponds during dry periods, and removed quickly if a large <br />rainfall occurs. The elevation of ponds further east on the course is controlled by adding or <br />removing boards. <br /> <br />These improvements have been discussed with the golf course maintenance staff and are <br />scheduled to be brought to the Golf Course Board. The proposed work should be performed <br />after the close of the golfing season. <br /> <br />The discussion in 2005 centered on whether or not water backing up on the golf course was <br />affecting the level in the pond adjacent to the residents. Review of the model indicates this is not <br />the case. The area north of 168th Avenue is approximately 7 feet above the level ofthe golf <br />course and is not impacted by flooding of the pond on the course. The neighborhood pipe may <br />be too small for the drainage area. <br /> <br />Staff has developed the stormwater model to assess the situation and prepared preliminary plans <br />for the corrective measures. Tq.e estimated cost for the improvements is $7,000. The pipe across <br />the course mayor may not be in the drainage and utility easement. If the pipe were in the <br />easement it could be justified to use storm water utility funds to make the improvements; <br />however, the developer acknowledged that drainage from the commercial and residential areas <br />west ofTH 47 would be accounted for in the ponds and piping installed on the golf course. The <br />model developed for this project was also used as background information for the surface water <br />management plan update. <br /> <br />Recommendation: <br /> <br />Staff recommends installing the improvements on the golf course as outlined above. Additional <br />field verification should be done on the ditches and pipes in I 68th A venue to determine the <br />corrective work needed to provide an overflow for larger storm events while preserving the level <br />of the wetland. <br /> <br />Financial Impact: <br /> <br />The cost of the improvements on the golf course will be taken from the Storm Water Utility <br />Fund.
