CASE # 7

SAFE ROUTES TO SCHOOL GRANT APPLICATION
By: Steven Jankowski, City Engineer

Background:

Federal funds are being made available through MnDOT for projects that will encourage
students in grades K through 8 to walk or bike to school. The funds for this program are being
distributed through the "Safe Routes to School Program". Grants of up to $175,000 are available
to cities, counties, school districts and other public entities for proposed projects which will
encourage the programs goal. These are 100% capped grants with no requirement for any local
matching share. This is the third round for application requests for the program and to date 40
out of 187 applications have been funded.

Staff is proposing that a grant application be made for an infrastmcture project consisting of trail
and sidewalk installation within the designated two mile walking district of Ramsey Elementary
School. An interdepartmental team will prepare the application since the requirements of the
program include receiving positive support from the school and the roadway jurisdictions. In
addition the scoring of the projects is dependant on elements beyond engineering which include
education, enforcement and evaluation of the programs goals. Up to $5,000 ofthe grant can be
utilized for these noninfrastmcture related functions.

Staffwill be meeting on Friday, October 12th to identify specifics on the content of the grant
request and report the results to the Committee at the meeting. The deadline for submitting the
application is November 16, 2007.

Financial Impact:

This is a 100% capped grant with no required local match. If successful in obtaining a grant, plan
preparation would be provided by the engineering department and these costs would not be
eligible for reimbursement.

Recommendation:

Staff is rec;ommending that the Committee recommend to City Council that staff be directed to
prepare and submit an application for the Safe Routes to School Program.

Action:

Motion to recommend to City Council that staff be directed to prepare and submit an application
for the Safe Routes to School Program.

Reviewed By:
Public Works DirectorlPrincipal City Engineer
Police Chief .
Captain Dwyer
Assistant City Engineer
Public Works Parks Supervisor

PW: 10/16/07

35
