PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public heating on Tuesday, July 1, 1997, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input <br />regarding a Request for a Conditional Use Permit to Grade and Export Soils; Case of Thomas Kurak. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Sharon Jensen <br />Commissioner Michael Terry <br /> <br />Members Absent: <br /> <br />Commissioner <br />Commissioner <br />Commissioner <br /> <br />Paul Holland <br />Charles LaDue <br />Bradley Thorud <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public heating to order at 7:34 p.m. <br /> <br />PRESENTATION <br /> <br />City Engineer Jankowski stated that at the last meeting the Planning Commission requested a formal <br />presentation of this proposal. The area to be mined and graded is in excess of 40 acres. The actual <br />site to be graded measures 40.1 acres and is bounded on the north by Fox Knoll subdivision; on the <br />east by wetland; on the west by Sunfish Lake Boulevard and Sunfish Lake; and on the south by <br />additional property owned by the applicant. The topography of the site is relatively flat throughout. <br />The elevation is approximately 890. Varied topography occurs along the lake and wetland. The <br />proposed grading plan will reduce the elevation from approximately 890 to 878, 12 feet. The grade <br />from Fox Knoll Second Addition would be approximately a 4 percent slope. The slope along the <br />eastern edge of the wetland would be approximately 1 percent grade for a distance of 350 feet. The <br />proposal includes sedimentation control during construction. The area will be graded in 5-acre <br />parcels. Each parcel will be excavated to its final contour before the next five acres are started. Top <br />soil will be spread over the finished area. The City has proposed the condition that prior to the first <br />area being excavated, consideration be given to the 150-foot strip adjacent to Fox Knoll, and that it <br />be graded down to its final grade and be restored with trees to provide a buffer for Fox Knoll <br />residents. <br /> <br />Public Hearing/Planning Commission/July 1, 1997 <br /> Page 1 of 2 <br /> <br /> <br />
