Councilrnember Haas Steffen inquired whether this kind of thing would be addressed in the <br />comprehensive plan, and Mr. Schroeder replied, "absolutely." <br /> <br />Commissioner Deemer commented that these mining applications will continue because Ramsey <br />has a great mineral resource which is in demand. He suggested taxing the exported soil would <br />slow down the demand. <br /> <br />Commissioner Bawden stated that there is generally no problem if the developer has everything <br />in place because he knows the rules. This definitely was not the case with the Kurak request. <br /> <br />Councilmember Zimmerman also noted that the traffic aspect should be addressed when <br />reviewing the mining ordinance. He suggested staging of' truck traffic to allow local traffic to be <br />served concurrently. <br /> <br />Commissioner Deemer responded that truck traffic could be addressed in the terms of the <br />conditional use permit. <br /> <br />Mayor Gamec suggested having the planning consultants see what other cities do. <br /> <br />Mr. Schroeder explained that environmental issues will be addressed during the planning <br />process. <br /> <br />Case #4: Phasing of Term Limits <br /> <br />Administrative Services Manager Linda Waite Smith distributed copies of the recently adopted <br />Ordinance #97-10 which implements term limits for board and commission members, along with <br />a listing of the Planning Commissioners' years of service and term expiration dates. <br /> <br />Discussion ensued regarding phasing of terms. <br /> <br />Commissioner Thorud advised that he will not be requesting a renewal of his appointment, and <br />his term is expiring at the end of 1997. <br /> <br />Commissioner Deemer stated he would be willing to convert is current two-year term to a four- <br />year term, and do just one more four-year term after that. <br /> <br />It was a consensus that each commission is to determine how they will phase their terms and to <br />present that list to the City Council at their last meeting in September. <br /> <br />Commission Thorud suggested taking a look at the commissions that are difficult to fill to <br />determine what that difficulty is. <br /> <br />Commissioner Deemer suggested that making the terms three years would make it easier to <br />stagger them. <br /> <br />City Council-Planning Commission/August 6, 1997 <br /> Page 5 of 6 <br /> <br /> <br />
