Mr. John Enstrom, 8702-181st Avenue N.W., stated he had lived on this 120 acre farm for twenty <br />years and has always had a high concern for wildlife in the area. He stated the trees removed would <br />be minimal and this proposal would only enhance the area. The current problem is that the beavers <br />have dammed up the ditch adjacent to his property and caused his property to flood. As a result, <br />many trees are dieing. He felt this proposal will increase the wildlife on the site by increasing the <br />amount of ducks and geese. <br /> <br />Motion by Commissioner Thorud, seconded by Commissioner Deemer to enter the letter from Carole <br />and Tim Doyle, 8833-181 St Avenue, into the public hearing record. <br /> <br />Motion carried. Voting yes: Chairperson Bawden, Commissioners Thorud, Deemer, Holland, <br />Jensen, LaDue, and Terry. Voting no: None. Absent: None. <br /> <br />Zoning Administrator Frolik reported City staff received a telephone call from John Praske, 8400- <br />181 st Avenue, requesting that the question of what the excavation of the p onding will do to the water <br />table and the wetland area be posed at the Public Hearing. <br /> <br />City Engineer Jankowski stated he did not believe the excavation would have a significant effect on <br />the water table. <br /> <br />Mr. Enstrom stated Mr. Praske lives over lA mile from the excavation and it will not affect his <br />property. <br /> <br />Commissioner Deemer asked if it was possible to determine if the pond would be lower than the <br />County ditch. <br /> <br />City Engineer Jankowski stated there are cross sections of the ditch available through the County. <br />He noted City Ordinance states that "No grading, mining or filling operation shall occur at below an <br />elevation of six feet above the elevation of the water table on the work site". <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Deemer, seconded by Commissioner Jensen to close the public hearing at <br />6:50 p.m. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Jensen, Holland, <br />LaDue, Terry, and Thorud. Voting No: None.
