Mr. Moravec stated that if the peroxide did start to burn, the berm would prevent the fire from <br />spreading. He stated this type of construction was recommended by the insurance company and the <br />manufacturer of the peroxide. <br /> <br />Commissioner Jensen asked if there was concern with the maintenance issue. <br /> <br />Mr. Moravec stated the building will be monitored 24 hours per day. There is an immediate alarm <br />if the temperature rises in the building and if the power goes offin the building. There will be a back- <br />up generator and dry ice on site. <br /> <br />Commissioner Deemer asked if the freezers were of residential quality. <br /> <br />Mr. Moravec stated they would be of industrial quality. They would include a special sensor and <br />monitor. <br /> <br />Motion by Commissioner Deemer, seconded by Commissioner Terry to recommend that City Council <br />grant site plan approval to the Vision-Ease accessory structure for storage of hazardous chemicals. <br /> <br />Motion carded. Voting yes: Chairperson Bawden; Commissioners Deemer, Terry, Holland, lensen, <br />LaDue, and Thorud. Voting no: None. Absent: None. <br /> <br />Chairperson Bawden recessed the meeting at 8:05 p.m. and reconvened at 8:I2 p.m. <br /> <br />Case #8: Discuss Comprehensive Plan Process with Consultant Fred Hoisington <br /> <br />Zoning Administrator Frolik introduced Fred Hoisington and Bradley Scheib ofHoisington Koegler <br />who were present this evening to discuss with the Planning Commission the upcoming visioning and <br />Comprehensive Plan efforts in the city of Ramsey. <br /> <br />Mr. Hoisington explained that the Comprehensive Plan process will include the following: Define <br />the Context; Determine Trends, Forces, and Issues; Understand the Vision; Forecast Growth and <br />Needs; Develop Alternatives; Prepare a Draft Plan; Seek Approval; and Finalize the Plan by the end <br />of 1998. He explained a public meeting will be held on September 4, 1997 at 7:00 p.m. at City Hall <br />to let residents know how they can participate in the process. On September 18, 1997 at 7:00 p.m. <br />at the School Cafeteria another public meeting will be held to begin the visioning process. <br /> <br />Zoning Administrator Frolik stated that residents have been notified of the meeting via the Ramsey <br />Resident Newsletter, cable television, and a postcard invitation will be sent in regard to the September <br />18, 1997 meeting. <br /> <br />Mr. Hoisington distributed a matrix which will be utilized for visioning purposes and asked for other <br />items that could be included. <br /> <br />Resident, suggested natural resources should be broken into the categories of restoration and <br />preservation. <br /> <br />Planning Commission/September 2, 1997 <br /> Page 11 of 12 <br /> <br /> <br />
