Mr. Enstrom stated he had his own bulldozer. He would first start with a chain saw and remove the <br />brush. The proposal would be completed over a three year time period. He stated it is very difficult <br />to remove trees or stumps in the winter and if he was unable to start soon he would have to wait until <br />the site dried up in the spring. <br /> <br />Commissioner Holland stated he did not see any problem with the request. <br /> <br />Chairperson Bawden stated he did not either. He would like to find out why the restriction was in <br />the Ordinance but that the request could move forward to the City Council with that in mind. If there <br />was no reason for the restriction, the Ordinance could then be changed. <br /> <br />The Planning Commission proceeded to review the Findings of Fact. <br /> <br />Commissioner Thorud noted that #8 stated the amount of fill exported would be 116,000 yards and <br />the other documents stated 114,000. <br /> <br />City Engineer Jankowski stated he suspected the number was calculated and then rounded up. <br /> <br />Motion by Commissioner Deemer, seconded by Commissioner Terry to adopt all Findings of Facts <br />in the affirmative. <br /> <br />Motion carried. Voting yes: Chairperson Bawden; Commissioners Deemer, Terry, Holland, Jensen, <br />LaDue, and Thorud. Voting no: None. Absent: None. <br /> <br />Motion by Commissioner Holland, seconded by Commissioner Deemer to amend Findings of Fact <br />to include #19, "This is directly in conflict with City Ordinance 9.11.18(c)(b)". <br /> <br />Motion carried. Voting yes: Chairperson Bawden; Commissioners Holland, Deemer, Jensen, LaDue, <br />Terry, and Thorud. Voting no: None. Absent: None. <br /> <br />Motion by Commissioner Deemer, seconded by Commissioner Holland to recommend City Council <br />adopt Findings of Fact as amended relating to John Enstrom's request for a conditional use permit <br />to grade and export soils. <br /> <br />Motion carried. Voting yes: Chairperson Bawden; Commissioners Deemer, Holland, Jensen, LaDue, <br />Terry, and Thorud. Voting no: None. Absent: None. <br /> <br />The Planning Commission then reviewed the proposed conditional use permit. <br /> <br />City Engineer Jankowski noted the provision regarding disposal of wood brush. As there is such a <br />large amount of brush, the Environmental Specialist has recommended that brush stockpiles be <br />covered with excavated material to hasten their decomposition. <br /> <br />Motion by Commissioner Deemer, seconded by Commissioner Thorud to recommend City Council <br />approval of John Enstrom's request for a conditional use permit to grade and export soils contingent <br /> <br />Planning Commission/September 2, 1997 <br /> Page 9 of 12 <br /> <br /> <br />
