CASE hl <br />REQUEST FOR A HOME OCCUPATION PERMIT; <br />CASE OF MARY TOSO <br />By: Amy Geisler, AICP, Associate Planner <br />Background: <br />The City has received an application from Mary Toso for a home occupation permit to operate a <br />bed and breakfast in her home located at 7822 142' Avenue NW. <br />The following items are enclosed for your information: <br />a) Site location map <br />b) Home layout exhibits <br />c) Draft Planning Commission meeting minutes dated October 4, 2007 <br />d) Proposed findings of fact <br />e) Proposed home occupation permit <br />Notification: <br />In accordance with State statute, Staff notified property owners within 350 feet of the subject <br />property of the public hearing. <br />Observations: <br />The second floor of the Toso home has two bedrooms and a sitting area, which would be used by <br />guests of the bed and breakfast. The kitchen and dining areas are located on the first floor, which <br />would be open to guests. The business could accommodate a maximum of four guests at one <br />time. No outside employees would be involved in the bed and breakfast operations. <br />City Code restricts home occupations to 20% of the gross floor area of the home. The home is <br />about 4,100 square feet in size. The upper floor is about 800 square feet, or about 19% of the <br />gross floor area. The applicant has a circular drive, with sufficient space to accommodate guest <br />vehicles. No equipment or materials related to the business will be stored outdoors. <br />The Planning Commission held a public hearing on the request at their October 4, 2007 meeting. <br />Two residents spoke in support of the request. The Planning Commission recommended <br />approval, including permission for the applicant to post a sign at the end of her driveway (up to 3 <br />square feet in size). <br />Funding Source: <br />All costs related to the Home Occupation Permit are paid for by the applicant. <br />-103— <br />
