Environmental review in the form of an Environmental Assessment Worksheet (EAW) was <br />completed as part of the preliminary plat in 2005. The EAW is still valid and Summerset <br />Meadows will need to conform to the mitigation requirements outlined in the document (i.e. <br />traffic improvements). <br />Staff does have some concern with continual extensions of preliminary plats approvals. <br />Generally speaking, as time marches on, development standards or community expectations may <br />change. Summerset Meadows subdivision was approved in 2005, and since that time there has <br />not been any significant changes in the City Code relating to development and performance <br />standards in medium and high density areas of the City. Therefore, it is staff s opinion that the <br />regulations in effect when the development was approved in 2005 are still in place and will be at <br />least until the 2008 Comprehensive Plan is completed. <br />Recommendation: <br />Based on the fact that Summerset Meadows is governed by an EAW and the fact that City Code <br />regulating the subdivision has not significantly changed since the original preliminary plat <br />approval in 2005, staff recommends adoption of the enclosed resolution granting a one year <br />extension to submit a final plat for the Summerset Meadows subdivision. <br />Council Action: <br />Motion to adopt Resolutions #07 -10 -_ granting a one year extension to -Summerset Meadows <br />LLC to submit the final plat for the Summerset Meadows subdivision. <br />-or- <br />Motion to deny request to grant a one -year extension to Summerset Meadows LLC to submit the <br />final plat for the Summerset Meadows subdivision. <br />Review Checklist: <br />City Administrator <br />City Attorney <br />CC: 10/23/07 <br />-138- <br />
