CASE #:A <br />CONSIDER RESOLUTION SUPPORTING BURNS TOWNSHIP INCORPORATION <br />By: Heidi A. Nelson, Asst. City Administrator <br />Background: <br />The City of Ramsey received Notice of Intent to Incorporate from Burns Township pursuant to <br />Minnesota Statute §414.02 and §414.09 dated September 21, 2007. Staff met with City Council in <br />work session on October 2 nd to discuss Burn's intent to incorporate and the City City of Ra.msey's role in <br />that process. Staff also identified opportunities with regard to the future availability of urban services <br />to the incorporated city. <br />As Council will recall, the City of Ramsey has been directed by DNR to pursue resources other than <br />ground water for its municipal water service. To that end, the City of.Ramsey is in the process of <br />completing a pilot study for a surface water system from the Mississippi River. In addition, staff has <br />explored opportunities to allow this new surface water system to be regional in benefit and has worked <br />with DNR to ensure that this new system will be taken into consideration with future requests for <br />ground water permits of abutting cities. <br />City staff has met with DNR, Met Council and other abutting cities to discuss incorporation of Burns <br />Township and the potential for an agreement that at such time that the incorporated city pursues <br />development that requires urban services (water and sewer), the incorporated city would procure those <br />resources from existing services in an abutting city. In addition, staff recommends supporting a <br />continued land use designation that will maintain and create appropriately sized rural lots that will <br />allow for orderly and logical development when public sewer and water services are available. <br />Information received from Burns Township regarding their intent to incorporate is" attached for Council <br />review. <br />Staff Recommendation: <br />Staff recommends adopting Resolution No. 07 -10 -XX Supporting the Incorporation of Burns <br />Township and direct staff to continue discussions with Met Council and DNR regarding the regional <br />benefit of a surface water system from the Mississippi River in Ramsey. <br />Council Action: <br />Adopt Resolution No. 07 -10 -XX Rf <br />Reviewed by: <br />City Administrat <br />Public Works Di <br />Community Dev <br />CC: 10/23/2007 <br />Director <br />ing Incorporation of Burns Township. <br />—203— <br />
