CITY COUNCIL SPECIAL MEETING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a Special Meeting on Tuesday, October 2, 2007, at the <br />Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: Mayor Thomas Gamec <br />Councilmember John Dehen <br />Councilmember David Jeffrey <br />Councilmember Matt Look (arrived at 5:51 p.m.) <br />Councilmember Mary Jo Olson <br />Councilmember Sarah Strommen <br />Member Absent: Councilmember David Elvig <br />Also Present: City Administrator Kurt Ulrich <br />Assistant City Administrator Heidi A. Nelson <br />Finance Officer Diana Lund <br />Public Works Director Brian Olson (arrived at 6:02 p.m.) <br />Fire Chief Dean Kapler <br />City Attorney William Goodrich <br />CALL TO ORDER <br />Mayor Gamec called the City Council Special Session to order at 5:35 p.m. <br />APPROVE AGENDA <br />The agenda was approved as submitted. <br />COUNCIL TOPICS FOR DISCUSSION <br />Case #1 Discussion on Possible Litigation with Connexus Energy Concerning Utility <br />Billing <br />City Attorney Goodrich stated that this special meeting was to discuss the ongoing issues the <br />City has had with Connexus Energy and the contract for utility billing. He stated that if the City <br />Council decides to pursue litigation the meeting will need to move to a closed session. <br />Finance Officer Lund gave an overview of the history between the City and Connexus Energy <br />for billing services. She stated that in September 2003, the City discovered that several <br />commercial businesses were billed at the 1,000 gallon meter rate rather than the 10,000 gallon <br />meter rate, which resulted in under billing those customers by $684,450.64. She stated that at <br />that time, a letter was sent to the businesses letting them know that the City had discovered this <br />City Council Special Meeting /October 2, 2007 <br />Paged of 11 <br />
