Commissioner Jensen stated that there is a lot of concern about the appearance of developments along <br />Highway 10. She believes the Planning Commission should seriously consider what buildings are <br />being constructed in that corridor and be sure that they adhere to City ordinance requirements. She <br />noted that the required green space is not provided in this application. <br /> <br />Mr. Barrows stated that there is adequate room for green space. He stated that last year he <br />remodeled the existing building, paved, and put up new signage. He would like to maintain the same <br />appearance with the accessory building. The existing building has been in this location a long time. <br />If traveling east, the accessory building will not be seen. The new paving follows the curb line of his <br />westerly neighbor. To put in a curb line in compliance with City Code would be difficult. He also <br />put in a swale and ponding area in the back of the property to accommodate runoff. <br /> <br />Commissioner Deemer stated that he cannot support the application unless there is assurance that the <br />Highway 10 right-of-way will not be used for auto display and sales. <br /> <br />Mr. Barrows agreed with this condition. <br /> <br />Motion by Commissioner Holland, seconded by Commissioner LaDue, to recommend the City <br />Council approve the site plan review ofBlatz/Mach 5 accessory building. <br /> <br />Motion Carded. Voting Yes: Chairperson Bawden, Commissioners Holland, LaDue, Deemer, and <br />Thorud. Voting No: Commissioner Iensen. Absent: Commissioner Terry. <br /> <br />Case #5: <br /> <br />Request to Rezone Certain Property from B-1 Business to B-2 Business and <br />R-3 Urban Residential; Case of Rademacher Companies, Inc. <br /> <br />Zoning Administrator Frolik stated that the reason for the request to rezone the southeast corner of <br />the intersection of 153rd and T.H. 47 is to accommodate gas sales at a proposed convenience store. <br />She noted that the City is under a moratorium at this time for rezoning residential land. Rezoning <br />from B-1 to B-2 for Lot 1 can go forward, but the small piece of residentially zoned land can only <br />go as far as a first reading of the ordinance at the Council level. The current Comprehensive Plan <br />shows commercial development in this location. <br /> <br />Commissioner Jensen expressed serious concern about traffic at the intersection of 153rd Avenue and <br />Highway 47. <br /> <br />Zoning Administrator Frolik stated that rezoning issue should be addressed before site plan issues so <br />the applicant will know whether a convenience store is appropriate on this corner. <br /> <br />Commissioner Jensen stated that stated that there are a number of uses possible with B-1 zoning <br />including a convenience store without gas sales.
