Mr. Erkenbrack stated there would be 41 feet between the boundary and the building. He indicated <br />they could increase green space width at the boundary by 10 feet. He advised parking would be both <br />on the north and south of the property. He advised the building will be constructed of pre-cast <br />concrete and that the acetylene plant would be a hazardous area, however, designed for the materials. <br /> <br />City Engineer Jankowski stated the majority of drainage for the building would flow down Unity <br />Street into a small pond which would occupy the northwest comer of Northern Airgas, Inc. site and <br />would be disbursed into a larger regional pond. He indicated there would be continued discussions <br />with Anoka regarding the possibility of an outlet to regional ponding through Anoka's system. <br /> <br />Mr. Erkenbrack indicated truck traffic would be approximately 20 trucks per day for both delivery <br />and transports. <br /> <br />Zoning Administrator Frolik asked if tree growth on the eastern side of the property would be a <br />possibility. Mr. Erkenbrack stated caution needed to be used regarding trees, as they may cause a <br />fire hazard. <br /> <br />Motion by Commissioner Deemer, seconded by Commissioner Terry, to recommend that City <br />Council approve the proposed site plan for Northern Airgas, Inc., contingent upon compliance with <br />the October 16, 1997 City Staffreview letter and consideration to issues raised by representatives of <br />the City of Anoka. <br /> <br />Motion Carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Jensen, LaDue, <br />and Thorud. Voting No: None. Absent: Commissioner Holland. <br /> <br />Case 113 <br /> <br />Request for Site Plan Review: Case of Mike LeBlanc <br /> <br />Zoning Administrator Frolik stated that Mike LeBlanc is requesting a site plan review to construct <br />an auto detail shop in the Pineview Estates 2nd Addition PUD. This PUD is zoned for a combination <br />of residential and commercial uses. <br /> <br />City Engineer Jankowski advised the proposed home and its' structure will be located in a borrow <br />area. He indicated the proposed walkout elevation is near the existing elevation and drainage flows <br />to the south. He said if the City granted the site plan, the owner should take responsibility that the <br />structures do not flood. <br /> <br />Commissioner Deemer stated the commercial lighting standards would apply to the proposed <br />accessory building. Mike LeBlanc, applicant, stated he would have standard lighting to match the <br />house and advised his business would only have day time use. <br /> <br />Zoning Administrator Frolik stated the covenance allows for the construction of the home to come <br />after the construction of the business.
