The approved preliminary plat
consists of 1~7 ~ngle family urban residential lots proposed to be developed in three phases. On
February 26,,~200¢, the City Council granted final plat approval to the first phase, which consisted
of 58 lots. un f~ne 25, 2002, the City Council approved the second phase, which consisted of
another 64 l~s. iOn March 24, 2003, the City received an application for final plat approval of
the final 35 l~ots ~'emaining in the approved preliminary plat. City Code states that preliminary
plats are valid f6r one year from the date of approval. The preliminary plat for Highlands at
River Park w~s a~proved on September 11, 2001, and expired on September 11, 2002. Only two
of the three l~has~s of Highlands at River Park had been final platted within that one year time
frame, which~ is !an aggressive schedule. Therefore, the developer needs an extension to the
preliminary r~lat approval in order to obtain final plat approval of the final phase of Highlands.
City Staff su'~por~s the request for an extension to the preliminary plat approval. In addition, City
Staff has in~orpbrated language into the draft amendment to the Zoning and Subdivision
r ' [ ....
egulatlons to allow the C~ty the flexlb~hty to grant final plat approvals beyond the one-year time
frame when ihe Project has an approved phasing plan that will require more than one year to
complete. A~I 3~ lots conform to the sizes and dimensions approved on the Preliminary Plat.
This phase o~Hil~hlands will receive public street access by the extension of 155th Lane N.W. to
the east and Waqo Street N.W. to the north. The standard drainage and utility easements have
been provide~ ar0~und the perimeter of all lots. All other drainage facilities are also encumbered
with easements. ! The development of this final phase will include construction of a trail
connection with ~e easterly terminus of 155th Lane N.W. and Bear Park to the east. Sidewalks
will be requi~ed ¢long the north side of 155th Lane N.W. to connect with the trail link that
commences a! th~ terminus of the cul-de-sac. A sidewalk will also be required on the east side of
Waco Street IN.W. A very in-depth park dedication agreement was arrived at during the

City Council/June 10, 2003
