Chair Elvig stated that the project was not on hold. He clarified that the process for considering
this road is moving forward.

Mr. Genacy asked when a shovel will be put in the ground to begin the project.

.

Chair Elvig stated that he could not answer this question because the project is only being
considered.

Mr. Genacy stated that he lives on 166th Avenue and Alpaca Street was recently continued
through the area. He stated that there are now semi-truck trailers that drive through this
neighborhood, which they didn't when it was a dead end street. He stated that he feels this road
would get a lot of unwanted traffic and feels it will be very bothersome to the people who live on
the street.

Bill Jones, 7330 l66th Avenue, stated that he wanted to make a comment about the notification
process the City uses. He stated that when City water came through, he came home from work to
find that trees in his yard had been cut down and that was how he found out about the project. He
asked how wide these streets would be if they happened and whether sidewalks would be
included.

Public Works Director Olson stated that if this project moves forward, the streets would be 38
feet wide, with parking on both sides. He stated that with parking restrictions it could be 32 feet
wide and noted that sidewalks are always part of the design process.

Ken Swanson, 7721 l66th A venue, stated that he would like to know if this street would affect
the resale value of his home. He stated that he would also like to know if City water and sewer
would be put in when the road was put in.

Chair Elvig stated that these are good questions, but reminded those present that the Committee
does not have answers because it does not know that this road will even happen. He stated that if
the road does go through, he would advocate for putting in water and sewer because the City will
continue to grow. He stated that this road will most likely affect property values, however, some
people say it will increase the value and others say it will decrease the value. He stated that if
City sewer and water were put in, he believes that would increase the property values.

Councilmember Olson stated that City sewer and water would most likely add value, as would
the addition of sidewalks.

Mr. Genacy asked whether asked when the right of way was taken and the new road constructed
whether the City would then ask for additional easements on the properties.

Public Works Director Olson stated that if the City wanted to acquire additional easements, they
would have to purchase them from property owners. He stated that just because the road is
wider, does not mean that the right of way will automatically expand.

Public Works Committee / September 18, 2007
Page 8 of 23
