Councilmember Elvig stated that staff already has a lot of community input in the archives that
can be used. He stated that this was the information that DJR Architects used in determining the
square footage' and multiple use options. He stated that he does not feel the City needs to
conduct any more surveys on this subject. He questioned how the City could begin packaging
the concept.

Assistant City Administrator Nelson stated that by talking to the community, the City could get
buy-in by citizens. She suggested that a Community Center Task Force could be started so
people can start feeling that they have a stake in the process.

Councilmember Elvig stated that he feels this was done 7 years ago and the information received
then has not changed. He stated that he does not want the City to be in the same place with the
community center as it is with the Town Center. He stated that he feels the community center
needs to be market driven.

City Administrator Ulrich suggested'that staff begin drafting a proposal for the type of facility
the City would like.

Public Works Director Olson reviewed the site plans put together by DJR Architects.

Councilmember Olson stated that at the last work session there was talk about preservation of
green space which is what precipitated the 'discussion about the community center and including
questions on a survey. She stated that discussion at that work session was that because this
would involve tax dollars, the City should ask people what they supported because it will impact
their taxes.

Councilmember Look stated that Andover's open space referendum costs $200,000/year for a
$2,000,000 project. He stated that the City is not planning to build this facility tomorrow, but
should start putting dollars away now and let residents know that the City is looking ahead and
what our projected building date is.

Councilmember Elvig stated that he feels if the City can bring the land to the table there are a lot
of different things that could happen with private entities.

Councilmember Olson stated that she likes the idea of including a small theater as part of the
plan.

The City Council discussed what the community will support year round at a community center.

MAYOR, COUNCIL AND STAFF INPUT

None

ADJOURNMENT

The Work Session of the City Council was adjourned at 8:26 p.m.

City Council Work Session / October 2, 2007
Page 8 of9
