<br />Jim Dvorak, of SRF Engineering, stated that he has been with SRF. Engineering for 24 years and <br />worked on the Highway 47/10 project many years ago. He stated that the project manager for <br />this project will be Don DeMars; Nancy Fricke will be working on the environmental <br />documents. He noted that they are a local firm that focuses primarily on transportation and <br />noted that their main clients have been government agencies. He reviewed the areas that he feels <br />sets SRF Engineering apart from others. <br /> <br />Don DeMars, SRF Engineering, stated that the total project team will be the City, County, <br />MnDOT, FHW A and the Met Council. He stated that there are also services that will utilize <br />outside consulting firms such as Rani Engineering and Bloom Consultants. He reviewed the <br />goals of the project including understanding business needs and issues that will arise from the <br />changes to Highway 10. <br /> <br />Councilmember Elvig stated that he is concerned that one of the goals listed is official mapping, <br />but there is no funding for this. He stated that he is concerned about putting properties in <br />jeopardy during this process because this could potentially affect most of the commercial section <br />ofthe City. <br /> <br />Mr. DeMars stated that initially the right-of-way needs are pretty minimal. <br /> <br />Public Works Director Olson stated that this will let the businesses .know what the ultimate <br />footprint will be of the interchange. He stated that this does not mean that they will not be able to <br />utilize their properties. He stated that official mapping does have some implications for the <br />property owners, but does not take away their rights to develop or expand. <br /> <br />Councilmember Jeffrey stated that the City already has an ordinance for the north side of <br />Highway 10 that puts businesses, somewhat in a box, because they need to get a variance if they <br />do not fit into the ordinance restriction. <br /> <br />Councilmember Dehen asked why the City had the original study done by The Tinklenberg <br />Group and was now working on another study with someone else. <br /> <br />Public Works Director Olson stated that the Tinklenberg study only looked at the conceptual <br />plans for the different interchange possibilities and this current study is very detailed. <br /> <br />Councilmember Dehen asked how much City money would be going into the study. <br /> <br />Public Works Director Olson stated that $31,500 of City money will go towards the study. <br /> <br />Councilmember Dehen asked if the City of Anoka was working on anything between Coon <br />Rapids Boulevard and this interchange. <br /> <br />Public Works Director Olson stated that Anoka had. received a large grant to complete design <br />work up to this point. <br /> <br />Mr. Dvorak clarified that their plans were for the Main Street and Thurston Boulevard area. <br /> <br />City Council Work Session / October 9, 2007 <br />Page 2 of 6 <br />
