<br />Councilmember Elvig stated that while he was pleased with the changes Mr. Wayman had made <br />to the rear of the building, he is also concerned about the future building and asked what control <br />the City Council could have on that building. <br /> <br />Community Development Director Trudgeon stated that the architectural standards for E-l are <br />not as strict as, for example, the Town Center, so the City would be at the mercy of the developer <br />and what they would be willing to incorporate above and beyond what is required. He stated that <br />Mr. Wayman has demonstrated a willingness to work with the City. <br /> <br />Councilmember Elvig asked if the City could place any architectural standards or requirements <br />on this outlot without an actual building. <br /> <br />City Attorney Goodrich asked what the City Council had in mind for the future building. <br /> <br />Councilmember Elvig stated that he would like to see a three sided building. <br /> <br />Councilmember Dehen asked ifthe City would require Town Center type architecture. <br /> <br />Mayor Gamec stated that he feels the plans presented increase the looks of this lot 150 times. He <br />stated that there is no buffering at the Life Fitness facility and he feels this is more of a hindrance <br />to this property than a second building will be. He stated that he feels the applicant has made the <br />improvements that the City has asked for and reiterated that this will be a vast improvement from <br />the existing look ofthe comer. <br /> <br />Councilmember Elvig stated that while he agrees it is an improvement, Life Fitness is an <br />industrial use and this property is right at road side and very visible from three sides. He stated <br />that having no buffer on the north end raises his concern level and noted that perhaps the <br />vigorous debate by the City Council will send the message to the developer. <br /> <br />Community Development Director Trudgeon suggested that the City Council could approve Lot <br />1, Block 1, and when appropriate, the other lot could be run through the process and come before <br />the City Council to consider the site plan and architecture. <br /> <br />Councilmember Jeffrey stated that there would be nothing to stop the current owner from selling <br />the lot to another developer so the City Council would then have to work with someone different. <br /> <br />Community Development Director Trudgeon stated that the minimum standards for E-' 1 are <br />masonry construction. <br /> <br />City Attorney Goodrich asked if Mr. Wayman would agree to a restrictive covenant on the outlot <br />portion of the property. <br /> <br />Mr. Wayman stated that he would agree to restrictive covenants and assured the City Council <br />that his intention is to put up the first building and build the next one as nice as or even better <br />than the first. He stated that he also felt the City Council should know that he is not a developer <br />but is the owner of the former HealthQuest business, which closed. <br /> <br />City Council /October 9, 2007 <br />Page 16 of25 <br />
