<br />CITY COUNCIL WORK SESSION <br /> <br />Topic Report: Request for an Amended Conditional Use Permit to Allow <br />Motocross, Demolition Derby, Rodeos, and Music Festivals on the <br />Diamonds Sports Bar Property <br /> <br /> <br />~;r <br /> <br />By: Breanne Daines, Associate Planner <br /> <br />Background: Gary Gruber of Diamonds Sports Bar and Grill has submitted a request to conduct up to 13 special <br />events on the property loc~ed at 7550 Highway # 10. He is requesting an amended conditional use permit to allow . <br />two summertime motocross events, two summertime demolition derby. ewnts, two summertime wake boarding <br />events, and three summertime rodeoslbull riding events in addition to the two musical concerts/festivals held during <br />the summer as well. Additionally, the applicant is requesting two wintertime snow boarcling events. All events will <br />require the USe of a P A speaker system that will be permanently installed on the property. <br />The Planning Commission considered this request on October 4, 2007 and conducted a public hearing. The <br />request was tabled, and the Planping Commission requested more information with regard to the sound levels and <br />noise mitigation efforts, a traffic circulation plan, a more detailed and pared down event schedule, and a joint <br />VlJ'orksession with the City Council to discuss the request The applicant has submitted a noise impact study that was <br />conducted at motocross events in northern Minnesota. The applicant does not plan to use any additional measures <br />for sound mitigation, beyond existing berming, and has also submitted data with regard to the parking/traffic flow <br />situation. A summary of this information is included in your packet. Anoka County Parks and many residents have <br />submitted letters in opposition to the Diamonds' request <br />Based on review of the submitted data, Staff cannot recommend approval of the request unless the <br />following criteria are met: <br />. 1) The applicant reduces the number of summertime events. Under the existing proposed schedule, there <br />would be two of these events each month in June, July, August, and September. Without having sound data <br />specific to the site with the proposed events and P A system, it is impossible to anticipate the impact these events <br />will have on the surrounding neighborhood and Mississippi River recreation and habitat area. Therefore, if the City <br />Council and Planning Commission are inclined to be supportive of the general uses on the property, Staff <br />recommends allowing a maximum of one event each summertime month (May through September) and two other <br />events during the wintertime months (October through April), for a total of seven events, rather than thirteen. <br />2) Planning Commission and City Council direct Staff to conduct measurements of the noise impacts <br />during these events at various distances and points along the river and in adjoining neighborhoods, to document all <br />noise complaints during these events, and to prepare a report at the end of 2008 with regard to the noise impacts <br />these types of events have on the property. <br />3) The issuance of a one-year futerim Use Permit is granted for the specified number of events, and allows <br />flexibility for revising the type and/or number of events, based on the outcome of the noise imP8cct study. <br />4) A special events permit is obtained for each type of event (motocross, music events, demo derby, and <br />rodeoslbull riding.) <br /> <br />Attachments: Letter from applicant, proposed site layout, letter from Anoka County Parks and residents, summary <br />of sound research. <br /> <br /> <br />endment request <br /> <br />CCWS: 10.30.07 <br />
