<br />Public Works Director Olson stated that if the City chose not to move forward with this, an <br />easement acquisition would be needed to move forward with the Mississippi drainage district. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to enter into a Loan <br />Agreement between the Metropolitan Council and the City of Ramsey for Protective Acquisition <br />of Highway Right-of-Way for the HamiltonIHolasek site located at 6165 and 6205 Highway 10 <br />NW in the City in an amount not to exceed $495,000.00 plus administrative expenses. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Dehen, Jeffrey, <br />Look, and Strommen. Voting No: None. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Jeffrey, to enter. bito a Purchase <br />Agreement with Lora G. Hamilton and Edward.L. Hamilton and Winslow Holasek and Corinne <br />M. Holasek for the purchase of the parcel of land located at 6165 and 6205 Highway 10 NW, <br />Ramsey, Minnesota, for a purchase price of $480,000.00 plus an Administrative Settlement of <br />$15,000.00 for a total purchase price of $495,000.00 with amount is to be funded by a <br />Metropolitan Council RALF loan. This motion is contingent on formal approval by the <br />Metropolitan Council approving the purchase and the purchase price. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Olson, Jeffrey, Dehen, Elvig; <br />Look, and Strommen. Voting No: None. <br /> <br />Case #13: <br /> <br />Sale of Lot 1, Block 4, Gateway North Industrial Park Plat 2 <br /> <br />City Attorney Goodrich stated that the City acquired the property located at 14050 Bas'alt Street <br />NW in 2005 and spent the past year having the contaminated site cleaned up with a $295,000 <br />grant. He stated that Ace Solid Waste has approached the City about purchasing the parcel for <br />$286,000 to expand their existing facility to include a 12,000 sq. ft. transfer station or shop. <br /> <br />Councilmember Dehen stated that the City purchased this property for $315,000, cleaned it up <br />with taxpayer money and now plans to sell it for $286,000. He stated that including the clean up <br />costs, this would be a loss of $324,000 on the property. <br /> <br />City Attorney Goodrich stated that the City cannot recoup the clean up costs and that the price of <br />$286,000 he feels reflects the current market conditions. <br /> <br />Councilmember Look asked why the prior property owner was not responsible for cleaning up <br />the site. <br /> <br />City Attorney Goodrich stated that the PCA had funds available and chose not to assess -the costs <br />to the owner. <br /> <br />Councilmember Look stated that he would like to know how Ace Solid Waste's tax base <br />compares to other area business~s. <br /> <br />City Council!
