<br />Councilmember <br /> <br />moved for the adoption of the following resolution: <br /> <br />RESOLUTION #07-10-_ <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0452 RELATING TO A REQUEST FOR A <br />CONDITIONAL USE PERMIT AMENDMENT TO ALLOW MOTOCROSS, SNOWMOBILE <br />RACING, DEMOLITION DERBY, AND RODEOS <br /> <br />WHEREAS, Diamonds Sports Bar & Grill, Inc., hereinafter referred to as IIApplicantll, has <br />properly applied for a Conditional Use Permit Amendment ~o allow motocross, snowmobile racing, <br />demolition derby, music events, and rodeos on the subject property generally known as 7550 Highway <br />'#10, legally described as: <br /> <br />, Lot 1, Block 1, The Diamonds, Anoka County, Minnesota <br /> <br />(the IISubject Propertyll). <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1. That the Applicant appeared before the Planning Commission for a public hearing pursuant to <br />Section 9.03.05 of the Ramsey, City Code on October 4th, 2007 and that said public hearing was <br />properly advertised and that the minutes of said public hearing are hereby incorporated by reference. <br /> <br />2. That said public hearing was continued to the November Planning Commission meeting in order to <br />provide the Applicant time to provide ad~itional information relating to the request. <br /> <br />3. That the subject property is located in the B-2 Highway Business District and is approximately 16.6 <br />acres in size. <br /> <br />4. That the surrounding parcels to the south and east are part of the Mississippi West Regional Park" <br />the property to the west is zoned B-2 Highway Business, and the property is bounded to the north by <br />Highway #10. <br /> <br />5. That there 'is approximately, 1,100 feet between the nearest residential neighborhood and the <br />proposed outdoor recreational uses. <br /> <br />6. That the nearest point of the Subject Property is approximately 1,000 feet from the Mississippi <br />River but is not included in the Critical River Overlay District. <br /> <br />7. That Section 9.20.22 (B-2 Business District) allows outdoor commercial recreation with the <br />issuance of a conditional use permit. <br /> <br />8. That the Applicant has a current Conditional Use Permit (Resolution #00-03-077) that allows <br />outdoor recreation activities including broomball, softball, and volleyball. <br /> <br />9. That the Applicant is seeking to utilize the Subject Property for motocross, wake/snoW boarding, <br />demolition derby, rodeos and outdoor music events; and does not intend to obtain special events <br />permits for each event. <br /> <br />25 <br />
