CASE # 3

PUBLIC HEARING .
REQUEST TO REZONE PROPERTY FROM B;.2 BUSINESS
. TO LOW DENSITY RESIDENTIAL;
CASE OF THE CITY OF RAMSEY
By: Amy Geisler, AICP, Interim Assistant Com. Dev. Director

Background:

The Planning Commission will recall that back in 2006, Dan Murphy and Tim Holm applied for
a Zoning Amendment related, to the plat of Ebony Woods. On September 7, 2006 the Planning
Commission reviewed the request to rezone the property from B-2 Business to Planned Unit
Development, and recommended denial. On October 9,2007 the City Council denied the zoning
amendment request, and directed Staff to' initiate a new zoning amendment to change the
property's zoning designation from B-2 Business to R-l Residential.

The fol~owing items are ~nclosed for your information:

a) Site Location Map
b) Proposed Findings of Fact
c) Proposed Ordinance
*City Council meeting minutes are included with ~he Comp P [an Amendment case *

Notification:

Property owners within 700 feet w~re notified of the public hearing.

Observations:

The City Council had a lengthy discussion about the appropriateness of developing the Subject
Property with twinhomes. Ultimately, they determined thatit was not an appropriate use given
. the adjacent single-family homes. They did feel that the property's current zoning designation of
B-2 Bl,1siness was not appropriate either, however, and directed Staff to conduct a public hearing
on whether it should be changed to R-l Residential.

The property is bordered on the north by the Superbowl building, on the west by mini-storage
. units and single- family homes, on the south by a single-family home under construction, and on
the east by single-family homes.

There is no subdivision proposal before the City at this time; if the Comprehensive Plan
Amendment and rezoning are approved, a subdivision would still need to be approved before any
new homes could be built on the property.

41
