<br />Mayor Gamec stated that he sees the number of 1,143 as a carrot out there that maybe the City <br />can reach. <br /> <br />Housing Consultant Bennett stated that the comprehensive plan is the Met Council's guiding <br />document. <br /> <br />Councilmember Dehen asked why a number needed to be included at all. <br /> <br />Housing Consultant Bennett stated that to participate in the Livable Communities Act, you need <br />to include the acknowledgement that this is the goal and the City will try to meet it. <br /> <br />Councilmember Look stated that he would like to state the City will work towards the 60% AMI <br />and leave the actual number out. <br /> <br />Mayor Gamec stated that when the Met Council approves the comprehensive plan, they <br />primarily look at the figures. <br /> <br />Housing Consultant Bennett reiterated that the Met Council will look for a statement of <br />acknowledgement that the City will try to meet the Met Council goals. She stated that the City <br />will need to show that there is enough land that is guided towards medium and high density <br />housing to meet that goal. <br /> <br />Associate Planner Geisler stated that the Met Council wants to ensure that it is possible for the <br />City to meet the goal and not totally shut the door. <br /> <br />Councilmember Look stated that he looks at jurisdictional control and election of public officials <br />and does not see where the Met Council fits into that picture. He stated that the Met Council <br />officials are not elected, yet they tell the City how it will be run and that it will be paid for with <br />taxpayer money. He reiterated that he feels the market will drive things. <br /> <br />Councilmember Jeffrey asked if the comprehensive plan needed to be passed on a 7-0 vote. <br /> <br />Mayor Gamec stated that it just needed a majority vote to pass. <br /> <br />Councilmember Jeffrey stated that he feels the City should be up front with our numbers. <br /> <br />Housing Consultant Bennett stated that she will bring back more detailed information for a work <br />session in November. <br /> <br />2) Ramsey Town Center Vision <br /> <br />City Attorney Goodrich stated that the foreclosure auction has been rescheduled for October 31, <br />2007. He stated that there is a closed meeting scheduled for Tuesday, October 23, 2007 to <br />discuss this situation in more detail.
