<br />referendum. He reported there are challenges both financially and ecologically, and feels that <br />this needs to be the next big issue for the EPB to focus their energy on. He explained that the <br />EPB needs to start on the back level and move forward, finding the best way to assert <br />themselves. He stated a recommendation that could be made from this discussion would be for <br />each of the EPB members to call a Councilmember and get their thoughts on the last work <br />session and how they could improve the results of the next work session. He stated a key piece <br />for this will be the cost. <br /> <br />City Administrator Ulrich stated the survey could be used to question the public and find out <br />what price point they are comfortable with for the referendum. He stated they could find out how <br />the other cities that have referendums went about becoming successful; what kinds of questions <br />they asked, did they identify the land or the price first. He explained some cities have labeled <br />land in their referendums, such as: open space, parks, and/or softball fields. <br /> <br />Chairperson McDilda stated the success ofthe referendum is tied to the level and quality of the <br />research and work that is done up front. He explained that the survey is much more in depth than <br />yes and no questions and the opinions gathered help to craft the referendum and bring the <br />people's vision to life. <br /> <br />Environment Coordinator Anderson reported he did distribute a copy of the survey Plymouth <br />used last year at the work session. <br /> <br />City Administrator Ulrich stated staff member Heidi Nelson previously worked in Blaine on <br />their open space referendum, which was passed for $3 million, and may be an asset for the EPB. <br /> <br />Board Member Freeburg reported Andover has passed an open space referendum and Ms. <br />Pierson thought that might be an asset for them as well. <br /> <br />Motion by Chairperson McDilda and seconded by Board Member Freeburg for each member of <br />the EPB to call their assigned Councilmember and open the lines of communication to discuss <br />the natural resources referendum; specifically what the feelings are regarding the last work <br />session and what can be done in the future. The Councilmembers are assigned as follows: <br />Chairperson McDilda will call Sarah Strommen and David Jeffrey; Board Member Freeburg will <br />call Matt Look and John Dehen; Board Member Harvey will call Mary Jo Olson; and Board <br />Member Max will call David Elvig. <br /> <br />Motion carried. Voting Yes: Chairperson McDilda, Board Members Freeburg, Harvey, and <br />Max. Voting No: None.
