Olson, Director of Public Works / Principal City <br />Engineer <br /> <br /> <br />CITY COUNCIL WORK SESSION <br /> <br />Topic Report: Sunfish Lake Boulevard Reconstruction <br /> <br />Background: <br /> <br />As mentioned in the City Council case, the overall concern that we heard from the business <br />community was the restricted access at McKinley Street NW and the entrance for the Sunfish <br />Commons/Sunfish Express. The purpose of the work session is to provide the City Council a <br />presentation of the materials that were sent to us from Anoka County that is contrary to the concerns <br />regarding a negative impact to the business community. Commissioner Dennis Berg will also be in <br />attendance to address your questions. <br /> <br />Enclosed for your review is: <br /> <br />"Economic Impacts of Access Management" prepared by the University of South Florida <br />"Access Management - Balancing Access and Mobility" prepared by Florida Dept. of Trans. <br />"A Methodology for Determining the Economic Impacts of Raised Medians" prepared by Texas <br />A&M University <br /> <br />We will also be showing a video at the Work Session that was also sent to us from Anoka County and <br />was prepared by the Transportation Research Board. <br /> <br />The research that has been done indicates that there is not a negative impact on business with the <br />exception of two gas stations in Kansas. These stations went out of business because the patrons had <br />to travel 2 miles out of their way to frequent the business. With regards to the access on Sunfish Lake <br />Boulevard, I have included a copy of the letter sent byAnoka County indicating that a pef!l1it from <br />the County would be required to work within the right of way. This letter was sent on September 16, <br />2002 (just 5 days after the development permit for Sunfish Express was granted). <br /> <br />Staffhas attempted to search the internet for articles and or studies that presented the other side of the <br />issue but was unable to find any.
