Councilmember. Olson. stated that whether this road is addressed at all will be based on the <br />updated. comprehensive plan. She again encouraged residents to attend the November 14, ,2007, <br />meeting to discuss transportation issues. <br />Chair Elvig stated that he does not agreed with Councilmember Dehen' concerns that beginning <br />the eastern portion of the road forces our hand for the placement of the rest of the road. He <br />stated .that moving .segments 2 and 3 further out in the C1P just gives. the City more time to <br />discuss the options, <br />Motion by-Chair Elvig, seconded by Councilmember Olson, to direct City staff to begin <br />feasibility studies for segment 1 from Quartz Street to CR 5 and that segments 2 and 3, be moved <br />in .the Capital Improvements Plan to years 2011 and 2012, and ask that the comprehensive plan <br />address this issue as well as alignment. <br />Further Discussion: Councilmember Dehen stated that he is not opposed to the first portion of <br />the motion that will help straighten out the curves in the road; but is unsure about moving the <br />discussion of the rest of the road out to 2011 and 2012. He stated that he is not in favor of <br />putting the discussion off to a future City Council down the road.. Chair Elvig stated that by <br />pushing it out further in the CIP, it will allow work to be completed on the comprehensive plan. <br />Chair Elvig stated -that discussion at the November 14, 2007 meeting would be a better process <br />for residents to be able to discuss this issue. Councilmember Dehen suggested that this be a <br />work session discussion where residents can attend. Councilmember Olson stated that 2011 is a <br />just a place mark, and when the new comprehensive. plan comes along, these issues should be <br />ironed out and the City will know if the plans need to be included or not. Councilmember Deheil <br />stated .that he would like a full discussion where this road will run into Armstrong Boulevard this <br />winter. Chair Elvig stated that after the comprehensive plan discussion, there-may not be a need <br />for the discussion if it is taken out of the plan. <br />Motion carried. Voting Yes: .Chairperson Elvig, Councilmembers Olson and. Dehen. Voting <br />No: None. <br />Chair Elvig recessed the meeting at 7:55 p.m. and reconvened at 8:13 p.m. <br />Case #2: Update on Dirt Driveway Paving <br />City Engineer Jankowski reviewed that City Council directed staff at the May 8, 2007 City <br />Council meeting to prepare information relative to the goal of eliminating unpaved driveways <br />within the City. The benefit of such a goal would be the reduction of sediment migrating onto <br />paved City streets and into the storm drainage system. Secondary benefits would be improved <br />neighborhood appearance and higher property values. The purpose of this case is to provide the <br />Committee with cost information and to project the financial impact of this proposal on both <br />property owners and the City if it should chose.to participate financially to encourage thisgoal. <br />The City's engineering department intern conducted a survey during periods of travel between <br />projects and during rain days when construction inspection was interrupted or suspended. The <br />surveyed area included essentially the entire City excepting the more recently developed sewer <br />and water areas and commercial areas. where the paving of driveways has been included as a <br />..Public Works Committee /September 18, 2007 <br />Page 13 of 23 -149- <br />
