CASE # <br />CONSIDER APPROVAL OF 60 PERCENT CONSTRUCTION PLAN FOR <br />IMPROVEMENT PROJECT 08-20, SUNFISH LAKE BOULEVARD <br />By: Brian E. Olson, Director of Public Works /Principal City Engineer <br />Background: <br />On September 17, 2003, the City of Ramsey approved a Development Agreement with Ramsey <br />Town Center, LLC for -the development of the. Ramsey Town Center. The mitigation <br />requirements of the Ramsey Town Center included the upgrade of the regional roadways of <br />Trunk Highway 10; Ramsey Boulevard, Sunfish Lake Boulevard, Armstrong Boulevard, and <br />Bunker Lake Boulevard. <br />In May of 2004, the. City of Ramsey entered into the attached Memorandum of Understanding <br />(MOU) that clarifies the description of the project by stating, "Sunfish Lalce Boulevard <br />northbound north of TH10 will have a concrete median barrier, a 14 foot through lane, a 12 foot <br />through lane and a 14 foot right turn lane which will be introduced immediately north of the TH <br />10 north right-of--way line." <br />On April 12, 2005, the City of Ramsey .entered into the attached Joint Powers Agreement (JPA) <br />with Anoka County that identified the "nature and extent" of the improvements to be made. <br />. Page 6 of this JPA describes the improvements as "Sunfish Lake. Boulevard is reconstructed as. <br />a four lane divided roadway from T.H.. 10 to 1000-feet north of Bunker. Lake Boulevard". The <br />City of Ramsey's participation includes the roadway upgrade from approximately 200 feet <br />south of T.H. 10 to 1000 feet north of the BNSF railroad as referenced in the MOU. This .point <br />is further clarified by the attached e-mails from Jon Olson, Division Manager of Anoka County <br />prior to the finalization of the JPA. Page 9 of the JPA goes on to say, "While the City retains the <br />oversight for the direction given the consultants hired for these projects, the County; by entering <br />into this Joint Powers Agreement is assured by the City that the roadways designed and built <br />under this agreement will conform to the standards for County State Aid Highway and. County <br />Roads in Anoka County." <br />On April 19, 2007, the County and the City held an Open House for the purpose of receiving <br />public comment on the design of Sunfish Lake Boulevard. The. preliminary plans indicated a <br />median from Trunk Highway 10 through McKinley Street NW to the limits of the construction. <br />The comments received by the business owners along the corridor primarily focused on the <br />median and restricted access and the impact to the business community adjacent to the roadway. <br />A copy of the comments received at that meeting is attached as well as the responses to the <br />comments from Anoka County. <br />At the work session on June 26, 2007, County Engineer Doug Fischer and Commissioner <br />Dennis Berg of Anoka County were available to discuss the design and dialogue with the City <br />Council about their concerns with safety of the traveling public if a .median opening was <br />provided for south of the railroad tracks due to the close proximity to TH10.
