Option 2: Allow for the turnback of Sunfish Lake Boulevard and construct without median <br />Advantages: <br />• Upgrades the intersection and improves traffic flow in 2008 <br />• Utilizes. Federal grant $247,000 for rail crossing upgrade <br />• Lessens the potential for business impacts associated with no restricted access <br />• Increases our MSA needs thereby increasing our annual income <br />Disadvantages: <br />• Still requires buy-in from MnDOT <br />• Still requires action by the County to participate in current reconstruction activity <br />• Increases design liability (City of Ramsey liability) <br />• Exposes City of Ramsey to increased future costs (2.5 miles x $2.7 million = $6.75 <br />million) <br />• Potential adverse impact to business owners during construction <br />Option 3: Deny municipal consent and stop project <br />Advantages: <br />• .Represents business owners concerns <br />• .Access remains constant <br />Disadvantages: <br />• Potential lawsuits by Anoka County and MnDOT <br />• Another hurdle to progress Ramsey Town Center <br />• Other. agency participation eliminated <br />• Reconstruction of dangerous intersection (5th worse in the State) delayed indefinitely <br />• Other projects (Armstrong, Bunker Lake Boulevard) delayed <br />County could still turnback Sunfish Lake Boulevard without participation or upgrades. <br />• Other agency money diverted to other parts of the region: <br />• Future upgrades or improvements will be City of Ramsey and/or adjacent property <br />financed. <br />Staff has spent many hours debating and discussing this difficult decision and attempted to <br />provide as much information to the City Council as possible. After reviewing-the information <br />provided by the County regarding access management and its impacts to businesses, Staff <br />believes that the right thing to do is recommend approval of Option 1 -Approve .plan as <br />proposed (Provide municipal consent). Anoka County Commissioner Dennis Berg will be <br />available to discuss the County's letter and be available for questions. <br />Staff Recommendation: <br />Staff recommends approving the plan as proposed and providing municipal consent far <br />.Improvement Project 08-20, Sunfish .Lake Boulevard Project to .include a raised median from <br />-255- <br />
