This provision is in <br />agreement with the original Joint Powers Agreement between the City and the <br />County at the time the roadway was constructed. <br />(5) Any. modification of the signals existing on the project as a result of prior <br />construction. <br />D. The County will be the lead <br />agency on this project. <br />6. TERMS <br />A. The RTC design shall provide a pedestrian bridge over U.S. Highway 10, connecting the <br />RTC development to Mississippi West Regional Park. This should be aligned with the <br />proposed trail through the treatment pond south. of U.S. Highway 10. This section does <br />not prohibit the City from seeking other sources of funding to assist in construction of the <br />pedestrian bridge. <br />B. The design of the Ramsey Boulevard and U.S. Highway 10 intersection must also <br />accommodate vehicular connection between the park and Ramsey Boulevard, south of <br />Highway 10. Ingress/egress: to the pafk is to be constructed with turn lanes and stacking <br />from Highway 10 to the park entrance and from the park entrance to Highway 10. <br />C. The proposed settling pond, treatment pond, and infiltration ponds should be designed in <br />such a manner as to meet the following objectives: <br />(1) Crrade a "bench" to accommodate a future trail with a minimum width of 10 feet, <br />plus 2-foot shoulders; provide holding capacity to accommodate a 100 year flood <br />event without over-topping the trail; and <br />(2) Incorporate native plant materials that are suitable to the conditions of the site <br />and provide an aesthetic park-like appeal; and <br />(3) Use an outlet structure at the Mississippi River which minimizes visual and <br />physical intrusion in the park. <br />6. <br />-268- <br />
