CSAH 57 Reconstruction <br />COMMENT: The reconstruction of CSAH 57 should not occur until it is needed. <br />RESPONSE: With the duration of a roadway project's planning, environmental, <br />design, and property acquisition processes taking several-years to complete, <br />County and City staff rely on projected traffic volumes to schedule roadway <br />reconstruction projects and select appropriate roadway designs. Using projected <br />traffic volumes generated as part of the City of Ramsey's AUAR for the Ramsey <br />Town Center project, it was' determined that afour-lane roadway section for <br />Sunfish Lake Boulevard will meet the future needs of the corridor in addition to <br />increasing the roadway's current level of service. <br />COMMENT: Closing the median on Sunfish Lake Boulevard will increase the <br />number of westbound customers using the western (TH 10) entrance to Sunfish <br />Commons. These customers will be trying to slow down from 65 mph while <br />avoiding. merging westbound traffic that is trying to accelerate to 65 mph. This <br />will be more dangerous than trying to cross the southbound lanes. <br />RESPONSE: The southbound CSAH 57-to-westbound TH 10 movement will not <br />be designed as a "MERGE" or "ACCELERATION LANE," but instead will be <br />designed as a "YIELD" movement, where southbound CSAH 57 traffic will be <br />required to yield to TH 10 traffic in order to enter into the westbound TH 10 <br />traffic stream. Positive guidance will be provided with the reconstruction project <br />to aid trafficflow in this area through standard regulatory signing (for example; <br />"YIELD," "RIGHT TURN LANE"), combined with appropriate pavement markings <br />(for example, white edgeline, white lane lines, pavement marking arrows) to <br />effectively separate the southbound CSAH 57-to-westbound TH 10 traffic <br />movements from the westbound TH 10 right turn movements into the Sunfish <br />Commons development access. <br />http://www.tkda.com/anoka/csah57 cmnts.htm <br />Page 3 of 3 <br />-291- <br />11 /7/2007 <br />
