CASE # 5 <br />REQUEST FOR COMPREHENSIVE PLAN AMENDMENT FROM <br />PLACES TO SHOP TO LOW DENSITY RESIDENTIAL; <br />CASE OF THE. CITY OF RAMSEY <br />By: Amy Geisler, AICP, Associate Planner <br />Background: ; <br />On October 9, 2007 the City .Council denied a Comprehensive Plan Amendment, Zoning <br />Amendment,, Preliminary Plat, and Rezoning related to the plat of Ebony Woods. The Council <br />also directed Staff to initiate a Comprehensive Plan Amendment. to change the property's land <br />use designation from Places to Shop to Low-Density Residential. <br />The following items are enclosed for your information: <br />a) Site location -map <br />b) Land use/zoning exhibit <br />c) City Council meeting minutes dated October 9, 2007 <br />d) Proposed Resolution. approving the request and authorizing submittal to the <br />Metropolitan Council <br />Notification: <br />State law requires that the City notify property owners within 350 feet of the subject property of <br />the request and public hearing date. Staff attempted to notify property owners within 700. feet of . <br />the subject property. Staff also sent a copy of the staff report to Tim Holm and Dan Murphy, <br />property owner and developer of Ebony Woods. <br />Funding Source: <br />The Amendment was initiated by the -City, therefore tasks associated with case preparation are <br />being conducted as a part of regular staff duties. <br />Observations: <br />The City Council had a lengthy discussion about the appropriateness of aMedium-Density <br />Residential land use designation for the subject property. Ultimately, it was determined that it <br />was not an appropriate use given-the adjacent single-family homes. The Council felt that the <br />property's current designation of Places to Shop was not appropriate either,. however, and <br />directed Staff to conduct a public hearing on whether it should be changed to Low-Density <br />Residential. <br />The property is bordered. on the north by the Superbowl building, on the west by mini-storage. <br />units and single-family homes, on the south by asingle-family home under construction, and on <br />the east by single-family homes. <br />--299- <br /> <br />
