GQS!''* ~ Review of Official Map for Future Right-of-way Needs for the Northwest Metro Corridor and River Crossing Project; Case of City of Ramsey By: Patrick Trudgeon, AICP, Community Development Director Background• Anoka County is in the process of purchasing .41.24. acres. on the south side of Hwy. 10 from Larry Boike in order. to preserve land for the future highway interchange for Hwy. 10 and the Northwest Metro River. Crossing over the Mississippi River. Last month, the. City approved the River Crossings subdivision, which split the Boike property into three lots in order to facilitate the use of different funding sources to pay for the purchase of the property. In order to preserve the land for the bridge corridor right-of--way, the City must now "officially map" the property to indicate its transportation use in the future. The following items are. attached: a) Site Location Map b) Official Map c) Final Plat for River Crossing Addition , d) TH 10 Access Management River. Crossing concepts e) .Resolution Adopting Northwest Metro Corridor and River Crossing Official Map Notification: Official Maps are .required to have a public hearing prior to adoption. The Planning Commission held a public hearing on November 1, 2007, Observations: In 2004,. the City adopted an "Official Map" on the north side of Hwy. 10 for the future Hwy. 10 freeway. As part of that approval,- the City also. adopted an ordinance that .defined an off cial. map in City Code, outlined the implementation process, and established a Board of Appeals. The bridge crossing official map will be subject to this ordinance. Staff is proposing to keep the current zoning of R-2 Medium Density Residential in place for the time being. As part of the 2008 Comprehensive Plan Update, staff will request that the River Crossing subdivision be guided for public/quasi-public and zoned accordingly. This official map will be recorded against the property indicating its future use as part of the Northwest Metro River Crossing right-of--way. In the unlikely event that Anoka County ever sells the property, .its use for non-transportation related uses will be severely limited due to the official map. Recommendation: •~ Staff recommends approval of adopting the Northwest Metro River Crossing Official Map over Lots 1, 2, 3, Block. 1, River Crossing Addition. The Planning Commission recommended approval of the Official Map over Lots 1, 2, and 3, Block 1, River Crossing Addition at their November 1, 2007 regular meeting. -323-
