Mayor Gamec stated that originally, the citizen input was limited to 3 to 5 minutes per person <br />and it is up to him to keep track. He stated that what happens is the City Council ends up asking <br />questions and he sometimes cannot keep track of time. <br />City Administrator Ulrich stated that if the City Council is aware of people that are planning to <br />come and speak at the meeting, he can contact them and communicate the time limit and what <br />they can expect from the City Council. He stated that another option would be for them to have <br />an official agenda item for discussion. <br />Mayor Gamec stated that he was told that this school board representative had contacted the <br />other City Councilmembers and had been encouraged to speak. <br />Couneilmember Dehen stated that he feels this was a political discussion and is unsure whether <br />that should be allowed in this forum. He stated that come election time, he does- not want to sit <br />and listen to pitches from the candidates. <br />Mayor ,Gamec stated that he has asked people to sit down before and noted that he may have <br />gotten the wrong information before the school board representative spoke. <br />Councilmember Elvig stated that he would like to remind the City Council that the Cityneeds to <br />be careful with the message it sends to people about the RTC situation. He noted that <br />apparently, someone on City staff offered an opinion about the situation, which got back to the <br />bank and has caused some problems. <br />City Administrator Ulrich stated that it is not appropriate for staff to be spewing opinions and <br />distributed an article about the foreclosure sale, which has once again been delayed to December <br />7, 2007. He also distributed an article about Community Development Director Trudgeon being. <br />hired by Roseville that references the RTC project in a negative light.. He distributed pictures of <br />a sign posted at the shopping center that states "Ramsey -areal ghost town -thank you City <br />politicians". He stated that he spoke with the property manager this morning who stated that the <br />placement of this sign was not authorized and the City has removed the sign., He distributed. <br />information about a project that Jim Deal is working on with The Tinklenberg Group regarding <br />research for transportation improvements. He stated that Mr. Deal's willingness to pay for this <br />study really helps the City out. <br />Councilmember Blvig suggested that a thank you letter be written to Mr. Deal and signed by the <br />City Council. <br />Councilmember Look stated that Mr. Deal is running for congress in this area and wondered if <br />there would. be a conflict of interest in this process. <br />Mayor Gamec stated that the last time Mr. Deal ran, he pulled out of all projects. <br />City Administrator Ulrich stated that he can have a conversation with Mr. Deal about the City <br />Council's concerns. He stated that his final item was a letter received from Opus expressing <br />interest in the Ramsey Town Center project. He stated that Opus has worked on large projects in <br />City Council Work Session./ October 30, 2007 <br />Page 18 of 19 <br />
