CASE <br /> <br />REVIEW PROPOSED REVISIONS TO DRAFT ORDINANCE TO <br />ESTABLISH REGULATIONS FOR PARKING AND STORING <br />COMMERCIAL AND PRIVATE USE VEHICLES AND EQUIPMENT <br />IN THE RESIDENTIAL DISTRICTS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />At the joint City Council and Planning Commission meeting on July 2, 1996, the most <br />recent version of the ordinance to establish regulations for the parking and storing of <br />private and commercial use vehicles and equipment was reviewed. The City Council <br />expressed the following concerns with the ordinance: <br /> <br />a) <br /> <br />Vehicles and equipment belonging to persons visiting a parcel in Ramsey <br />need to be exempted from the various regulations, especially that clause that <br />requires the vehicles to be registered to the person residing on the property. <br /> <br />b) <br /> <br />Consideration should be given to exempting commercial vehicles from the <br />regulations if they do not exceed a certain height and length. <br /> <br />It was determined that anyone who had any ideas for amendments to the draft ordinance <br />based on the discussion that took place on July 2 should provide them in writing to me so <br />that I could include them in the August Planning Commission agenda for review. <br /> <br />I received recommendations from Councilmember Sheila Beyer and Planning <br />Commissioners Ben Deemer and Sharon Jensen. The Planning Commission spent some <br />time reviewing and discussing those recommendations at the August 6 meeting. The <br />Commission directed some changes to the draft ordinance and the R-1 Residential District <br />regulations and that the issue be placed on the September agenda for further discussion and <br />review. <br /> <br />On August 27 1996, the City Council indicated some interest in having a workshop <br />meeting with the Planning Commission to again review and discuss the proposed <br />ordinance. On September 3, the Planning Commission directed City Staff to proceed to <br />schedule a workshop with City Council. On September 9, City Council scheduled the <br />workshop for September 19. <br /> <br />The recommendations of Beyer, Deemer and Jensen are attached as Exhibits A, B and C <br />for use in your continued discussions.. The draft ordinance (Exhibit D) is also enclosed that <br />incorporates in bold print the change to the ordinance that was authorized at the August <br />Planning Commission meeting. That change is in item b and would now require personal <br />or recreational equipment parked in the side yard to be on a prepared surface. Exhibit E is a <br />separate ordinance directed for drafting at the August meeting. This ordinance amends the <br />lot coverage restrictions in the R-1 Rural Residential and R-1 Urban Residential Districts to <br />include impervious surfaces. <br /> <br />Recommendation: <br /> <br />Will be based on your discussion. <br /> <br />CC/PC: 9/19/96 <br /> <br /> <br />
