PUBLIC HEARINGS <br /> <br />Chairperson Bawden adjourned the special Planning Commission meeting at 7:37 p.m. in order to <br />conduct the following public hearings: <br /> <br />1) Request for Preliminary Plat Approval of Pondview; Case of Good Value Homes <br /> <br />2) Request to Rezone Certain Property from Industrial to R-1 Urban Residential; Case of Good <br /> Value Homes <br /> <br />3) Proposed Ordinance to Amend Chapters 5 and 9 of Ramsey City Code Regarding Parking and <br /> Storing Vehicles and Equipment in Residential Districts <br /> <br />Chairperson Bawden called the special Planning Commission meeting back to order at 8:12 p.m. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Request for Preliminary Plat Approval of Pondview; Case of Good <br /> Value Homes <br /> <br />Chairperson Bawden, acknowledging Terry Hendriksen's concerns brought up at the public <br />hearing, suggested handling the rezoning matter of this property prior to considering the <br />preliminary plat. <br /> <br />Motion by Commissioner Thomd and seconded by Commissioner Holland to handle Case #2: <br />Request to Rezone Certain Property From Industrial to R-1 Urban Residential; Case of Good <br />Value Homes prior to this case. <br /> <br />Further Discussion: Commissioner Deemer thought that the philosophy in the past was to review <br />the plat to see if it's "going to fly" before considering rezoning. Zoning Administrator Frolik <br />responded that usually the ordinance for rezoning isn't brought to the City Council for adoption <br />until the plat is approved. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Thorud, Holland, Deemer, <br />LaDue, and Terry. Voting No: None. <br /> <br />Case #2: <br /> <br />Request to Rezone Certain Property From Industrial to R-1 Urban <br />Residential; Case of Good Value Homes <br /> <br />Zoning Administrator Frolik advised that Good Value Homes is in the process of platting <br />Pondview, which consists of approximately 85 acres located east of Ramsey Boulevard and north <br />of Industry Avenue proposed to be platted into 148 single family lots. The property is currently <br />zoned Industrial and, therefore, needs to be rezoned residential. <br /> <br />Commissioner Thorud questioned what is permitted in Industrial zoning, and Ms. Frolik replied <br />truck terminals, transportation terminals, heavy manufacturing, and warehouses are allowed. <br /> <br />Commissioner Deemer noted that the request for Industrial zoning was almost denied when it was <br />applied for a few year ago. <br /> <br />Commissioner Holland inquired as to the zoning depicted on the Comprehensive Plan amendment <br />currently under consideration. <br /> <br />Ms. Frolik stated that the north side of C.R. gl 16 is slated with mixed residential uses. <br /> <br />Planning Commission/January 10, 1996 <br /> Page 2 of 9 <br /> <br /> <br />
