Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Holland, <br />LaDue, and Thom& Voting No: None. <br /> <br />Chairperson Bawden recessed the regular Planning Commission meeting at 8:56 p.m. <br /> <br />Chairperson Bawden called the regular Planning Commission meeting back to order at 9:02 p.m. <br /> <br />Case #5: <br /> <br />Consider Proposed Ordinance to Amend Chapter 9 (Zoning and <br />Subdivision of Land) of the Ramsey City Code, Section 9.21 <br />(Environmental Protection) and Section 9.23 (Scenic River) <br /> <br />Zoning Administrator Frolik explained that the purpose of this ordinance is to bring local City <br />Code into compliance with state-wide standards. She reminded the Planning Commission that the <br />DNR was invited to this meeting for their input. However, the DNR notified Staff that they <br />haven't finished their review and have asked the Planning Commission to table this case until they <br />can come out here with their input. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner LaDue to table this case until <br />the DNR can present their responses and issues to the Planning Commission. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Holland, LaDue, Deemer, <br />Terry, and Thorud. Voting No: None. <br /> <br />Case #6: <br /> <br />Proposed Ordinance to Amend Chapter 9 (Zoning and Subdivision of <br />Land) of the Ramsey City Code Regarding Structure Setbacks from <br />Thoroughfares <br /> <br />Zoning Administrator Frolik stated that this ordinance was drafted at the direction of the Planning <br />Commission. She felt it appropriate to go back and change all references of "thoroughfare" to <br />"county and state roads". <br /> <br />Motion by Commissioner Deetr~ and seconded by Commissioner Terry to amend the proposed <br />ordinance as follows: <br /> <br />1) Page 1, paragraph under Section 9.11.01 should read "Along streets which are designated in <br /> the County's thoroughfare plan, the minimum setback for all buildings and structures shall be <br /> 60 feet from the centerline of fight-of-way plus the local applicable setback." <br />2) Page 3, second paragraph should read "The classification of street and determined right-of-way <br /> width shall be determined by the Comprehensive Plan." <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Holland, <br />LaDue, and Thorud. Voting No: None. <br /> <br />Commissioner Deemer inquired about agriculture use in the City, and Ms. Frolik replied that it is a <br />permitted use in R-1 Residential. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend that City <br />Council adopt the proposed ordinance (as amended) to amend the structure setback from <br />thoroughfares (county and state roads) to 60 feet from centerline of right-of-way plus the local <br />applicable setback, and repealing agriculture. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, LaDue, Holland, <br />Terry, and Thomd.
