Commissioner Holland asked what Council was proposing. Councilmember Beyer stated that the truck <br />should be able to be parked on the driveway. <br /> <br />Commissioner Terry asked if the property owner would need a conbit driveway. Councilmember Beyer <br />clarified that any surface would be acceptable. Ms. Frolik stated that a driveway would consist of a <br />prepared mrface such as gravel or conbit. Commissioner Holland suggested they assume that a driveway <br />is a driveway. <br /> <br />Commissioner Thorud asked if the size restrictions proposed were 8 feet in height and 22 feet in length. <br />He explained that a motorhome was no more obtrusive than a Snap-On Tool track. <br /> <br />Councilmember Beyer stated currently the ordinance has a lot of"holes" and the registration language <br />needs to be removed. Commissioner Deemer explained the screening of a commercial vehicle has always <br />been a requirement, and if that criteria is met, there is no need for the registration requirements. Ms. <br />Frolik stated the language was originally inserted to eliminate the storage of junk and vehicles for friends <br />and relatives. Commissioner Deemer suggested commercial vehicles be removed fi.om the registration <br />requirement, and added that some commercial vehicles are not marked to indicate them as commercial <br />vehicles. Councilmember Beyer stated there should not be any mention of registration and asked how <br />they would deal with people who lease their vehicles. Commissioner Deemer explained that a leased <br />vehicle is registered to the address of the lease. <br /> <br />Councilmember Beyer introduced the issue of long-term visitors not being registered to that address. MS. <br />Frolik stated that there was no violation as long as the vehicle is licensed. Commissioner Deemer stated <br />there was no reason to know if the vehicle is registered at the address. <br /> <br />Chairperson Bawden suggested that Council make specific suggestions to the Commission for proposed <br />changes to the ordinance. Councilmember Beyer suggested the registration language be taken out <br />completely. <br /> <br />Mayor Hardin explained there were still issues that needed to be looked at. He stated that language was <br />changed to allow for the Snap-On Tool trucks, Ivfinnegasco, Sears repair trucks, etc., and the registration <br />language was changed to allow for property owner's employer address. Mayor Hardin stated more ideas <br />were needed to resolve the screening issues. <br /> <br />Commissioner Deemer stated that Nfinneapolis requires a permit to park commercial vehicles. Ms. Frolik <br />stated that did not protect the residential character of the neighborhoods. Commissioner Holland <br />suggested they stay with the issue at hand. <br /> <br />Commissioner Jensen expressed the issue of protecting neighborhoods with small lots. She stated that <br />large vehicles in the driveway were obtrusive, dangerous, and do not belong. Commissioner Thorud <br />explained he saw no difference between a large truck or a motorhome. Councilmember Zimmerman <br />stated that people should be able to park whatever they wanted in their driveway. Chairperson Bawden <br />explained the definition of a driveway limits the possible number of vehicles that could be parked in the <br />driveway. Councilmember Beyer asked if there was a width restriction for driveways. MS.
