Mr. Jankowski explained that a major disadvantage of the new S-curve alignment would be the
impact to the residents along T.H.//47, because it would divide the property and significantly alter
the character of the property. Mr. Jankowski explained that in the course of the corridor study, it was
discovered that the homes were so close to the road they would be required to be taken for the
widening of the road. He noted that it made more sense to make the connection sometime after the
homes were no longer there. Mr. Jankowski explained that they made a commitment not to make
the connection until after the homes are gone, due to the T.H.//47 expansion.

Commissioner Bawden asked what the time flame was. Mr. Jankowski explained that it would occur
sometime between eight and twenty years from now. He added that it would most likely occur at the
end of that time frame, due to funding.

Chairperson Bawden stated that the project on the intersection of County Road #116 and T.H. #47
has begun and asked how far that will extend. Mr. Jankowski explained that project will terminate
at 142nd Street.

Chairperson Bawden inquired regarding the time period between the County Road #116 intersection
and the County Road #5 intersection. Mr. Jankowski stated that they have submitted the application
MnDOT and if the funding is granted, construction will begin in 1997.

Commissioner Deemer explained that he would like to see solid figures for each option. He added
that he would like a statement fi.om the MnDOT that there will be four lanes fi.om County Road #116
to the railroad tracks on T.H. g47. Commissioner Deemer stated that these items will maintain the
mobility problems in Ramsey. Mr. Jankowski explained that one of the points of the study was that
Ramsey needed to continue to work with Anoka and MnDOT to improve the roadways to the south.

Councilmember Zimmerman stated that the improvements on T.H. //-47 in Ramsey may be an
incentive for Anoka.

Chairperson Bawden suggested that Anoka and Ramsey meet at the Planning Commission level to
discuss these issues. Councilmember Beyer stated that the Anoka and Ramsey City Councils were
supposed to meet regularly.

Mayor Hardin stated that City Staff would set up a meeting, and he added that the City Council has
met with Anoka three times in the last year and a half..

Councilmember Zimmerman commented that Anoka and Ramsey have a good working relationship.
He added that the Planning Commission should meet before the two City Councils meet.

Mr. Jankowski stated that he would generate dollar figures regarding the different roadway proposals,
and report them to the Planning Commission. He added that there were other aspects to look at than
cost alone.

Ramsey City Council and Planning Commission Joint Workshop/September 19, 1996
Page 4 of 5
