PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, December 3, 1996, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input <br />regarding a Request for Conditional Use Permit for Grading and Filling; Case of John Peterson <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Paul Holland <br />Commissioner Sharon Jensen <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Members Absent: None. <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:45 p.m. <br /> <br />PRESENTATION <br /> <br />City Engineer, Steve Jankowski, stated that a grading and filling permit was not obtained by Mr. John <br />Peterson who is the owner of the Northeast Quarter of the Northeast Quarter of Section 9. There <br />has been an access road in existence since 1989, however in October of 1996, Mr. Peterson widened <br />and leveled the road surface by utilizing borrow material from his property. The current roadway is <br />approximately 20 to 21 feet wide and it appears that the amount of fill placed varies from a couple <br />of inches to as much as two feet. A 12-inch corrugated plastic culvert was installed in 1992, but <br />leveling of the roadway has resulted in impeded water drainage from west to east. <br /> <br />As a result of existing conditions requiting a mining and grading permit, three conditions are <br />recommended as follows: <br /> <br />The applicant be requked to re-establish natural drainage by replacing the existing 12- <br />inch culvert, with a 15-inch smooth interior culvert. The culvert shall include a flared <br />end section on the upstream side to enhance flow characteristics.
