PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, December 3, 1996, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input <br />regarding a Request for Conditional Use Permit to Expand a Propane Ak Peaking Plant; Case of <br />NorAm Energy Management, Inc. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Conumss~oner Benjamin Deemer <br />Commissioner Paul Holland <br />Cormmssmner Sharon Jensen <br />Cormmss~oner Charles LaDue <br />Commissioner Michael Terry <br />Comnuss~oner Bradley Thorud <br /> <br />Members Absent: None. <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 8:10 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Sylvia Frolik, indicated NorAm Energy Management is proposing to expand <br />its facility which currently provides propane air peaking services. The plant converts liquid propane <br />to a vapor and mixes it with air to give it characteristics equivalent to natural gas. During peak use <br />periods or severe weather conditions, this propane mixture is injected in the natural gas system to <br />enhance capacity of the natural gas system. Peak periods average 20 days per year. <br /> <br />Mr. Wayne Price, NorAm representative, was available to address questions/concerns. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Dennis Dunsmore, 7651 NW 172nd Lane, questioned existence of an abnormal smell as a result <br />of the propane air peaking services. Mr. Price responded all natural gases have a smell which is <br />artificially created for safety purposes.
